Scientific achievements of 2012
1. Noise technologies and equipment were offered, which allow minimizing damage from destructive earthquakes. Based on them, the principle of a system for distributed robust noise monitoring of the latent period of change in seismic stability of high-rise buildings and strategic objects of Baku city during weak earthquakes has been developed, prepared and submitted to the Cabinet of Ministers.
Based on the experiments carried out on the stations at Qum Island, in Shirvan and Siazan in 2010-2011, the possibility of reliable indication of seismic-acoustic noise 10-20 hours before the coming earthquake has been proved.
Two new experimental stations were built in Naftalan and Neftchala in 2012, bringing the number of stations for robust noise monitoring of anomalous seismic processes preceding earthquakes to five.
Major experts from many seismically active countries of the world have familiarized themselves with the operation of the stations and with the results of the experiments and many of them suggested collaboration for the purpose of joint experiments and research.
The monograph "Noise Technologies for Minimization of damage Caused by Earthquakes” devoted to this achievement has been published by the German publishing house Lambert. (Implemented by: Acad. T.A. Aliev, Acad. A.M. Abbasov, Q.A. Quluyev, PhD in Engineering, F.H. Pashayev, PhD in Engineering)

2. Algorithms, technologies and software have been developed for formation of robust normalized correlation matrices used in solving of problems of identification of dynamics of construction materials manufacturing facilities. (Implemented by: Acad. T.A. Aliev, Musayeva N.F., PhD in Engineering)

3. Algorithms have been developed for diagnostics of faults of ground and underground equipment of wells operated by sucker rod pumps (SRP) based on wattmeter data with application of RNM technologies for combined analysis of wattmeter cards and dynamometer cards. 4. Technologies have been developed for control and management of SRP-operated wells based on RNM technology with application of noise analysis providing efficient operation mode of oil and gas production objects, as well and equipment and software of the new generation control, diagnostics and management system for their realization. 5. For analysis of wattmeter and dynamometer cards obtained in different time with application of RNM technologies, the need to display information in the single scale and normalized form has been revealed; normalization algorithms have been developed. (Implemented by: Q.A. Quluyev, PhD in Engineering, As.H. Rzayev, PhD in Engineering, F.H. Pashayev, PhD in Engineering)

6. A mathematical model has been developed describing dispersion and coagulation of water drops of oil emulsion in the oil pipeline in a turbulent flow, as well as a method for a more precise description of bimodal distribution of water by the size of drops emerging in the oil treatment unit. (Implemented by: Ab.H. Rzayev, PhD in Engineering)

7. Parameters of problems and expedient distribution of resources in case of the limited resources have been analyzed, the model of the considered problem in the general form has been built. (Implemented by: Acad. J.E. Allakhverdiyev, Doctor of Physics and Mathematics)

8. New mathematical models of moving particles, which are widely used in queuing theory, have been built and unexpected effects have been discovered. Using the specified result allows calculating some parameters of various transport systems and analyzing causes of traffic jams. (Implemented by: Corresp. Member Prof. Hajiyev A.H.)

9. Effective approach to study communication networks with elastic and non-elastic calls under different call admission control strategies is proposed. (Implemented by: Corresp. Member Prof. Melikov A.Z., Fattakhova M.I., PhD in Engineering, Nagiyev F.N., PhD in Engineering, Feyziyev V.Sh., PhD in Engineering)

10. Randomized access strategy in multi-rate Erlang's model is defined and effective methods to calculate their quality of service metrics aredeveloped. (Implemented by: Corresp. Member Prof. Melikov A.Z., Fattakhova M.I., PhD in Engineering)

11. Algorithms considering positions of binary elements used in the technology of position-binary recognition of cyclic signals by time in cycles, as an additional informative attribute have been improved, as a result of which the adequacy of signal recognition has been improved. (Implemented by: Nusratov O.G., Kerimov A.)

12. Based on fuzzy set theory and fuzzy logic theory, models for analysis of social mobility have been given (Doctor of Economics, Prof. Imanov G.J.)

13. The system of effective measures of fiscal policy providing the assessment of the impact of the economic growth of the money supply in circulation of cash and the extension of non-cash transactions has been developed. (Corresp. Member of ANAS, Doctor of Economics, Prof. A.F. Musayev)

14. The forecasting methods for formation of dynamics of ground waters by theoretical methods, taking into account mutual functional communications of natural and anthropogenous factors have been created; new methods have been developed for determination of physical parameters of vertical and horizontal drainage systems. (Implemented by: Hasanov A.B., PhD in Engineering)

15. The method has been developed for numerical simulation of movement of airflows in underground constructions of metropolitan and dynamics of gas flow in the tunnel during the fire, depending on the source of forced and free convection by taking into accounts the thermal resistance and depression of the inertial forces. (Implemented by: Assoc. Prof. A.B. Sadigov, PhD in Mathematics)

16. The new methodology to reveal causal-effect relations between random events leading to the accident, assessment of risk of accidents, for modeling processes with instantaneous changes is developed. This methodology allows for maximum security ecologically hazardous objects. (Implemented by: Ass. Prof. A.B. Sadigov, PhD in Mathematics)

17. Concepts of guaranteed solution and guaranteed suboptimal solution in Boolean programming problem with one constraint have been introduced and algorithms for building those solutions have been developed. (Implemented by: Prof. K.Sh. Mammadov, PhD in Physics and Mathematics)

18. Based on radial basis function neural network, an adaptive control scheme is proposed for a market pricing process. The control scheme including a gradient algorithm of adjustment for neural comptroller parameters tested by the specific example. Point estimate of bit strings fuzzy interpretation based universal hashing is offered. Universalization of hashing process is achieved by randomization of identifier the density of Gauss membership function recovering the bit string fuzzy interpretation and random choice of bit group number from message (key) presented in the form of bit current (Implemented by: Doctor of Mathematics Rzayev R.R.)

19. By means of chi-squared goodness-of-tit test, indices of calculation and tax discharge of value-added tax (VAT) payers have been tested and it has been established that the indicative allocation which is asymptotical normal allocation is peculiar to the given indices and their sum. (Implemented by: Prof. Y.H. Hasanli, Doctor of Economics, S.I. Aghayev)

20. By means of chi-squared goodness-of-tit test, commodity and services turnover distribution, which is one of the basic indices of value-added tax (VAT) payers, have been tested and it has been established that asymptotical normal allocation is not peculiar to the given index. (Implemented by: Prof. Y.H. Hasanli, Doctor of Economics, S.I. Aghayev)

21. The model of risk of tax evasion by value-added tax (VAT) payers is built, and based on real data (data of tax declarations of 1500 tax payers), risks of tax evasion are assessed. (Implemented by: Prof. Y.H. Hasanli, Doctor of Economics, S.I. Aghayev)

22. A numerical method has been developed for solving of one class of coefficient inverse problems relative to parabolic and hyperbolic equations with nonlocal conditions. Method of lines and the specially built sweep method type scheme have been used in the solution. Unlike other known approaches, the proposed method is not iterative. (Implemented by: Prof. Ayda-zade K.R., Doctor of Mathematics, Rahimov A.B., PhD in Mathematics, Abdullayev V.M., PhD in Mathematics, Musayev S.R., PhD in Mathematics)

23. Zonal piecewise constant and piecewise linear control functions from phase state have been investigated for continuous and discrete cases of feedback with nonlinear object. Necessary optimality conditions have been obtained. Numerical experiments and comparative analysis of obtained results have been carried out. (Implemented by: Prof. Ayda-zade K.R., Doctor of Mathematics, Quliyev S.Z., PhD in Mathematics, Talibov S.G., PhD in Mathematics)

24. One class of smooth membership functions for fuzzy numbers has been proposed, which uses the idea of spline functions and generalizes many known classes of membership functions. Proposed membership functions are used in the computer system of recognition of handwritten text in the Azerbaijani language. (Implemented by: Prof. Ayda-zade K.R., Doctor of Mathematics, Aliyeva N.T., Mustafayev Y.Y., Rustamov S.S.)

25. Algorithms have been developed for perception of the meaning of domain-specific texts in in the Azerbaijani language. Pilot computer system for perception of man-computer dialogue has been developed. Carried out computer experiments have demonstrated quite a high level of text perception. (Implemented by: Prof. Ayda-zade K.R., Doctor of Mathematics, Aliyeva N.T., Mustafayev Y.Y., Rustamov S.S.)

26. The effective method of calculation for increase of transmitting capacity of common channel signaling system is proposed, with allowance for transfer of basic, intelligent and useful traffic on the office channels in multiservice communication networks. (Implemented by: Prof. Ibrahimov B., Doctor of Engineering)

27. Novel classification methods with higher accuracy that are combination of fuzzy logic and other classical methods are proposed for classification of apoptosis proteins located in cells. (Implemented by Pro. Nasibov E., Doctor of Physics and Mathematics)

28. A novel hierarchical clustering method based on the Ordered Weighted Averaging (OWA) operator is proposed. Universality of the method is shown, and it is shown that via convenient parameters of this method it acts as the single-linkage, the average linkage, and the complete linkage methods widely used in the literature. The method is applied to analysis of the phylogenetic trees that reflect mutations of DNA sequences. (Implemented by Pro. Nasibov E., Doctor of Physics and Mathematics)

29. Laplace transform of joint distribution of moment of first level crossing and value of the leap across this level have been found, and formulas for the numerical characteristics of the distribution have been obtained. 30. An automated grading system and its algorithmic provision for any geometrical measured and formed oil tanks have been developed. (Isayev M.M., PhD in Engineering, R.B. Nazarov)

31. The danger of carbon monoxide poisoning is that it can cause serious pathology over time, such as Parkinson’s disease, myocardial infarction, etc. This fact calls for organizing and performing of monitoring. The structure and methods of monitoring have been proposed, such as method of time series and the following methods of biostatistics: Mann-Whitney U-test, Wilcoxon T-test, Friedman criterion, Kruskal-Wallis N-test. 32. The method for the assessment of economic efficiency of regional investment projects using fuzzy-inference mechanism has been developed. (Implemented by: Assoc. Prof. E.R. Aliyev, PhD in Engineering)

33. The algorithm on creation of active and passive risk indicators is developed for the management of the risks with regional characteristics. (H.H. Abdullayev, PhD in Engineering)

34. The special format of electronic documents with a public key and a signature and cryptographic libraries have been created on the base of cryptographic algorithms for an electronic signature (e-signature). The results of the scientific research have been used in the development of eSigner software which is designed for the realization of e-signature. (Implemented by: I.M. Ahmadov, scientific officer)

35. The algorithm for calculation profitability of cultivation of specific agricultural crops on the given soil has been developed. (Implemented by: A.B. Pashayev, PhD in Physics and Mathematics, E.N. Sabziyev, PhD in Physics and Mathematics)

36. Estimation of the rate of convergence of ergodic distribution of a semi-Markov process describing control model of (s, S) type. (Implemented by R. Aliyev, PhD in Mathematics)

37. Mobile hardware and software complex for monitoring the cardiovascular system using noise technology has been developed (Implemented by Alizada T.A., PhD in Engineering)

38. Basic Virtual Registry of factors, indicators and scales of environmental impact assessment for the waters of the Azerbaijan shelf has been developed. Register has been developed in the form of a frame model that can be set to specific contract areas, specific stages and types of work. (Implemented by: Assoc. Prof. Karayev R.A., PhD in Engineering)

39. The problem of optimal management of systems at impulse actions with local and nonlocal conditions has been investigated. Necessary optimality conditions of the first and second order have been obtained in the form of variational inequalities. (Implemented by: Y.A. Sharifov, PhD in Mathematics, Y.R. Ashrafova, PhD in Mathematics)

40. Maximum principle of stochastic switching systems with constant delay and transversality conditions of optimality have been obtained. (Implemented by: Aghayeva Ch.A., PhD in Mathematics)

41. In the problem of automatic classification of objects characterized by quantitative attributes, a new algorithm based on de Vries evolution model is proposed for optimization of functional of classification quality chosen as and-norm. (Implemented by: Davudova R.I., PhD in Mathematics)

42. For the first time, a formula has been discovered for integration by parts of non-classical type in investigation of Goursat problem for pseudoparabolic equation with nonsmooth coefficients and dominating derivative of fourth order. (Implemented by: Assoc. Prof. I.G. Mammadov, PhD in Mathematics)

43. For the first time, a combined three-dimensional nonlocal boundary value problem with integro-multiple-point boundary conditions for loaded hyperbolic Volterra integro-differential equation of Bianchi type in simulation of vibration processes has been demonstrated. As a combined problem, the investigated nonlocal boundary problem acts as an agent between problems with integral and multiple-point boundary conditions. (Implemented by: Assoc. Prof. I.G.
