ICS reseaser's paper included in the World Scientists Index

With the transition to informational (digital) economy, the key problem becomes a problem of assessing the impact of information and communication technologies (ICT) on economic growth of different economic actors, and, primarily, on the region's economic growth
This problem is extremely complex. Until now problem is the subject of numerous discussions and already more than 25 years in economic practice known as the "paradox of R. Sollow."
The problem has the multifactorial, uncertain and dynamic character and can not be solved using traditional methods of econometrics
In the article of the head of the lab of the Institute of Control Systems Robert Asadullah oglu Karayev entitled "Choice a Strategy of Regional ICT-management. Cognitive Paradigm” (International Journal of Managing Information Technology. Vol.5, No.3, August 2013) a new approach to solving the problem is proposed. The approach is based on the ideas and methods of cognitive modeling that allows not only to assess the economic impact of ICT, but also to manage this impact, i.e, to exercise effective ICT-Management.
Russian version of the article (Management in Russia and abroad, 2013, № 1) on the library sites of leading universities of Russia, Ukraine, Belarus and Kazakhstan is placed.
