Academician Ali Abbasov participated in the II International Media Forum "Media Development in a Changing World"
03.11.2023 /The II Media Forum of CIS countries "Media Development in a Changing World" was held in Moscow on November 1, 2023. CIS Secretary General Sergey Lebedev sent a welcome message to its participants.
The media forum included sessions on Artificial Intelligence: Enemy or Friend of Journalists, Media Education of a New Generation, Telegram Channels as the Fastest Growing Media, and Development of Russian-language Media in the CIS. The forum was attended by journalists, diplomats, scientists, politicians and students of the CIS countries.
At the plenary session of the forum "The Future of International Journalism", devoted to the problems of information security, interaction in the information and political space in the CIS countries, and the competencies of international journalists, the audience was addressed by Dmitry Kiselev, Director General of the Russia Today International Media Group, Ekaterina Larina, Director of the Department for the Development of Mass Communications and International Cooperation of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, Chyngyz Esengul, Deputy Minister of Culture, Information, Sports and Youth Policy of the Republic of Kyrgyzstan, Maria Zakharova, Director of the Department of Information and Press of the Ministry of Foreign Affairs of the Russian Federation, Svetlana Malinina, Head of the Press Service of the CIS Executive Committee, and Petr Lidov-Petrovsky, Director of Communications at Rossiya Segodnya International Media Group. The event was also attended by Alexander Matyash, Director of the Information and Analytical Department of the CIS Executive Committee, and the department's staff.
At the request of the Media Forum Organizing Committee, Academician Ali Abbasov, General Director of the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan, spoke about the impact of artificial intelligence on the future of media as a scientist working in the field of artificial intelligence. Greeting the participants of the event on behalf of the staff of the ICS, the academician expressed gratitude for the invitation to the high-level forum.
Touching upon the significance of the forum dedicated to the current problems and prospects of media development in the modern era, when the IV industrial revolution is rapidly developing and penetrating into all aspects of human life, including the media, the academician expressed confidence that it will play an important role in solving the existing problems in the global information and political space, as well as in international journalism. A. Abbasov, who spoke, in particular, on the topic "Artificial Intelligence: Enemy or Friend of Journalist" discussed at the Media Forum, noted the positive and negative sides of using artificial intelligence in journalism, in general, in the media space, and voiced answers to the inquiry addressed to the generative AI GPT-4.
A. Abbasov spoke about the research and improvements carried out at the ICS in the field of creating applied artificial intelligence systems, including intelligent application programs, based on the model of natural language processing, which plays a crucial role in information processing, and spoke about the cooperation relations established in this direction. Noting that language systems are highly dependent on the quality and exchange of the speech and text corpora on which they are trained, the academician noted that since it is impossible to create sufficiently large corpora for languages with small digital linguistic resources, problems arise in creating high-quality intelligent systems for information processing in languages with limited digital linguistic resources. Speaking about the results in this field obtained by the ICS in cooperation with "Robotronics" Startup company, A.Abbasov noted that a digital corpus of Azerbaijani language consisting of 10,000 hours of speech, a text corpus consisting of 300 million sentences and about 3 billion word forms was created, and on its basis a chat-bot type system was developed and successfully implemented in call centers and public service. This system performs such functions as recognition and conversion of spoken speech into text in Azerbaijani language, i.e. automatic transcription of audio into text, dictation, allowing to enter text into computer without using keyboard, text generation, machine translation, analysis of large text data. Due to phonetic, grammatical and lexical similarities, the developed methods can be applied in the development of similar systems for other Turkic languages as well.
Speaking about autonomous artificial intelligence systems, Mr. Abbasov touched upon the impact of artificial intelligence development on the future of mankind, one of the main challenges of the 21st century. When talking about the expected superiority of artificial intelligence over humans in the next decade, the academician noted that the development of autonomous artificial intelligence systems may lead to their decisions going beyond human control. Thus, in the virtual world, digital conflicts may arise between the subjects of autonomous artificial intelligence systems and human-controlled systems, which may develop into a global information war.
Speaking about the hacker threat, which is part of human society in digital conflicts, but which comes from virtual robots, the academician noted the need for a strict legislative framework to regulate the development, implementation and use of systems based on artificial intelligence, and drew attention to the existing problems in the world practice in the specified direction.
