Scientific achievements of 2011
1. Based on experimental data obtained at the oil well No5 at Qum Island in the Caspian Sea since 01.05.2010 and at the oil well No 427 of Shirvan Oil since 20.11.2011, using steel bores of suspended oil wells for receiving seismic-acoustic noise from deep strata of the earth (3-6 km) by means of stations of robust noise monitoring of anomalous seismic processes, the possibility of registration of earthquakes within a radius of 300-500 km 10-15 hours before their registration by standard seismic stations has been confirmed. 2. Models, algorithms and software have been developed, which allow determining the coordinates of focuses of seismic processes that create earthquakes by means of experimental stations of robust noise monitoring of anomalous seismic processes installed at Qum Island, Siazan, Shirvan and Naftalan. 3. The scheme of system of noise-monitoring of seismic stability for high-rise buildings of Baku is offered. For its reliable work, technologies have been developed for formation of normalized robust noise correlation matrixes and set of robust noise correlation and spectral indicators are developed. 4. ‘System of seismic safety monitoring in Azerbaijan’ project has been proposed, based on the robust noise monitoring stations at Qum Island, in Shirvan, Siazan and Naftalan and on the systems of noise monitoring of seismic stability of high-rise buildings and buildings of social significance in Baku, and corresponding preparatory works for its implementation have been carried out. 5. Theory and technologies of noise monitoring of the latent period of failures have been proposed, and their application at the objects of H.Aliyev plant in 2007, Shirvan Oil, Balakhan Oil and Surakhan Oil in 2009, Qum Island in 2010 provided considerable increase in profitability of the objects. 6. The model of formation and location of contents in transit data-centers is offered for minimization of delivery cost of information resources to users. (Executors: Acad. A.M.Abbasov, Assoc. Prof.. I.M. Abbasov)

7. New mathematical models of moving particles which are widely used in queuing systems are constructed. On these models unexpected effects, having applied meaning are revealed. The received results allow to calculate various parameters of traffic systems and to analyze the occurrence of traffic jams.

8. Computational technology to calculate the quality of service of multi-dimensional queuing models with randomized access strategy has been developed. Associate member of NASA, Prof. A.Z. Melikov, Doctor of Engineering, and Assoc. Prof. M.I. Fattakhova, PhD in Engineering

9. To increase reliability of position-binary recognition of cyclic signals, neuro-fuzzy algorithm of time analysis of position-binary components is offered. By the example of analysis of signals characterizing technical condition of deep pumping equipment of oil wells, it has been demonstrated that application of the algorithm increases reliability of diagnostics. 10. The technology of nornmalazing the  robust correlation matrixes of the statistic mathematical model describing a static condition of industrial objects is offered. Numerical experiments have been carried out and the efficiency of the technology has been confirmed (Executor: Prof. N.F. Musaeva, Doctor of Engineering)

11. Fuzzy model has been developed for assessment of quality indices of social and economic systems and the algorithm of solution of the corresponding problems has been given. ( Imanov Q.J., Doctor of Economics)

12. The distributed modular software system has been created for diagnostics of corrosion state of arterial pipelines, optimal control of systems of anticorrosion protection, detection of areas with damaged isolation. (A.B. Sadigov, Ph.D. in Mathematics, Assoc. Professor)

13. The technique of prediction of natural accidents by theoretical methods have been offered; mutually functional relations of forming natural and anthropogenic factors have been determined; methods for determining physical parameters of destructive force of expected accidents have been developed. 14. A method has been developed for building a suboptimal solution of the partial Boolean programming with one constraint having polynomial complexity of the second degree. (Executor: Mamedov K. Sh., Doctor of Physics and Mathematics)

15. It has been tested and substantiated that indices of simplified tax payers in Azerbaijan do not comply with normal or asymptotically normal distribution. (Executors: Y.G. Hasanli, Doctor of Economics, S.I. Agayev, r.o.)

16. Nonpayment risks have been determined based on implementation of the offered model for assessing of cases and risks of nonpayment of simplified tax by tax payers. (Executors: Y.G. Hasanli, Doctor of Economics, S.I. Agayev, r.o.)

17. An approach has been offered to synthesis of optimal control actions in systems with distributed parameters with feedback. Process state is supposed to be measured at set points of the object continuously or at set discrete moments of time. Required optimality conditions of synthesized control actions have been obtained. An algorithm of numerical solution has been developed, computer experiments have been carried out. (Ayda-zade K.R., Abdullayev V.M.)

18. A numerical method has been offered for identification of location and volume of leakage of hydrocarbon material in non-steady mode of motion of hyperbolic system of differential equations. Numerical experiments are given. (Ayda-zade K.R., Ashrafova E.R., Asadova J.A., Talibov S.G., Ragimov A.B.)

19. Required optimality conditions have been obtained and numerical method has been proposed for solution of problem of optimal control of linear systems with lumped parameters under compatible integral and point conditions. Numerical experiments are given. (Ayda-zade K.R., Abdullayev V.M., Musayev S.R., Ragimov A.B.)

20. Required optimality conditions have been obtained in synthesis of management of nonlinear systems with lumped parameters under observations at discrete moments of time. Numerical experiments are given. (Ayda-zade K.R., Quliyev S.Z.)

21. Effective methods of calculation are offered for determination of time characteristics, common channel systems of the alarm system with account for algorithms of transfer of the useful traffic via alarm communication channels and influence of generated loads at performance of intellectual services in alarm signaling systems in multiservice communication networks. 22.  A new method has been offered for recognition of intron-exon dividers in the gene sequencing (FWPSSM) based on fuzzy-weighted positioning. (Executor: E.N. Nasibov, Doctor of Physics and Mathematics)

23. Temporal Laplace transform, Laplace-Stieltjes transform on phase of joint distribution of first moment of crossing of level a(a>0) and skip of this level with differential process of complex semi-Markov random walk have been found. (Nasirova T.I., Doctor of Physics and Mathematics)

24. Three-step database has been built, algorithms have been developed for differential diagnostics and monitoring of poisonings caused by carbon monoxide and toxic substances with similar clinic presentation. 25. A conceptual model of the Information System for risk management and determination of the principles for active and passive risk indicators have been developed.  (Executor: E.R. Aliyev)

26. The data model of the Information System for the management of the Certification Centre has been prepared and the cryptographic algorithms were specified based on International standards and world experience in development of Certification Center and analyzing of algorithms of electronic signature and hashing. Determined algorithms will be used in the Information System. (Executor: E.R. Aliyev)

27. The conceptual model reflecting modern concept of Environmental Impact Assessment (EIA) in the Caspian Sea region and modern capacity of intelligent (knowledge-based) technologies has been developed. The model opens new prospects for reliable interpretation of results of ecological toxic monitoring and forecasting of anthropogenic effects in the Contract Areas of the Azerbaijan shelf. 28. Algorithms of automated level distribution for oil tanks of various geometrical size have been studied; algorithms have been developed for correction of corresponding errors to provide their high accuracy. (Executors: M.M. Isayev, DPhD in Engineering, I.Y. Huseynov)

29. Transversality conditions have been determined and maximum principle hase been proved for optimality of stochastic control systems with variable structure. (Ch. Agayeva)

30. A method has been offered for solving of three-dimensional initial boundary value problem in nonclassical statement for partial equation with nonsmooth coefficients of the fifth order, which generalizes some model equations of mathematical physics. (Executor: Assoc. Prof. I.G. Mamedov, PhD in Physics and Mathematics)

31. Taking into account the influence of macroeconomic fiscal policy on real sector and tax amortization, models and relevant algorithms enabling the assessment of average tax burden, consumption rate, economic growth rate, public expenditures and Balanced Open Economic Model have been developed (Prof. A.F. Musaev, Corresponding Member of ANAS, Doctor of Economics)
