The history of the Institute can be traced back to the founding of the Electromodeling Laboratory at the Oil Expedition of the Academy of Sciences of Azerbaijan in May 1952. In 1956, due to the restructuring of the Oil Expedition, the Electromodeling Laboratory was incorporated into the Institute of Physics and Mathematics of the Academy of Sciences, and in 1958 it was joined to the Institute of Mathematics and Mechanics of the Academy of Sciences and renamed the Computing Center.
The advent of universal digital computers in the Republic in the late 1950s gave an impetus to research in the field of computational methods and programming, which, in turn, created the basis for the transformation of the Computing Center into an independent organization within the Academy of Sciences in 1960. In the same year, the second (after Ukraine) computer laboratory among the former Soviet republics was established within the Computing Center. This laboratory had a crucial impact on the development of cybernetics and computer science in our country. In 1965, the Institute of Cybernetics was established on the basis of the Computing Center.
For the purpose of developing and implementing automated control systems in the national economy, the Automated Control Systems Department was established at the Institute of Cybernetics in 1971 (in March 1982 the ACS Department became an independent organization, and in 2002 it became the Institute of Information Technology). The Institute of Cybernetics was appointed as the head organization for the creation of the “Republican Automated Control System” (1977-1981).
In January 1978, the Cybernetics Special Design Bureau was organized to design and implement experimental prototypes of instruments and devices developed at the Institute. The self-financing bureau is still operating to this day with great success.
In 2014, by the decision of the Cabinet of Ministers, the Institute of Cybernetics was renamed the Institute of Control Systems.
By the Decree of the President of the Republic of Azerbaijan dated July 28, 2022, the Institute of Control Systems of the Azerbaijan National Academy of Sciences was subordinated to the Ministry of Science and Education of the Republic of Azerbaijan.
Leadership of the Institute:
From the moment of foundation till 1965 the institute was headed by Doctor of Engineering Sciences, Professor Aleskerov Said Amiraslan oglu, in 1965-1970s by Academician Huseynov Ashraf Iskender oglu, in 1970-1988s by Academician Allahverdiyev Jalal Eyvaz.
In 1988-2020, Academician Aliev Telman Abbas, Doctor of Engineering Sciences, Professor, holder of the Order of Glory, Honored Scientist, was the director of the Institute.
Since 22.01.2021 the General Director of the Institute is Doctor of Engineering Sciences, Professor, Academician Abbasov Ali Mahammad.

There are 4 Full Members of the ANAS, 5 Corresponding Members, 39 Doctors of Sciences, 55 PhDs working at the Institute.
The Institute currently comprises 9 departments and 24 laboratories.
