Following the "Admission Plan for doctoral and dissertation candidates in the universities, academic institutions and organizations of the Republic of Azerbaijan in 2023", approved by Decree № 261s of the Cabinet of Ministers of the Republic of Azerbaijan on March 10, 2023, the admission to doctoral and dissertation programs for training PhD and doctoral candidates has been announced.
Citizens of the Republic of Azerbaijan who have completed a master's degree in higher education (defended a master's thesis) or equivalent to it by education (doctors-specialists in medical education) are admitted to the doctoral program under the Doctor of Philosophy program on a competitive basis.
Persons wishing to enter the doctoral program under the PhD program must score a passing score on the foreign language exam conducted by the State Examination Center of the Republic of Azerbaijan in June, in the scope of the curricula valid for the Master's degree in higher education in a foreign language (with the exception of the Russian language, the choice must be free or correspond to the specialty).
Persons who have scored a passing score on the foreign language exam are admitted to the philosophy exam, which is held in September.
Persons who have received admission to the philosophical subject are admitted to the qualification exam.
Persons who have completed a master's degree of higher education (defended a master's thesis) or equivalent to it by education (a doctor-specialist in medical education), who have some success in the relevant field of research and have their main place of work -a higher educational institution, a scientific institution and an organization wishing to be represented are accepted to the dissertation program under the Doctor of Philosophy program, as dissertants, they must have at least two years of experience in scientific or scientific-pedagogical work.
Persons wishing to enroll in a PhD dissertation program must score a passing score on the foreign language exam conducted by the State Examination Center of the Republic of Azerbaijan in June, in the scope of the curricula valid for the Master's degree in higher education in a foreign language (with the exception of the Russian language, the choice must be free or correspond to the specialty).
Persons who have completed the term of study in the direction of the dissertation may not be repeat dissertators in the same specialty.
Persons who have completed a full term of doctoral studies cannot study in a dissertation in the same specialty.
For admission to the doctoral and dissertation program of the Doctor of Philosophy in the relevant scientific institutions of ANAS (the addresses of the institutes can be obtained on the website www.science.az ANAS) the following documents must be submitted:
-statement to the head of the scientific institution;
-personal card on registration of personnel;
- autobiography;
- 2 photos (size 3x4 cm);
- extract from the labor book for those who have work experience;
- the characteristics of employment;
- list of published scientific papers and abstracts on the chosen specialty;
- certified in the appropriate order, a copy of the diploma of higher education (certificate of recognition of education for the citizens of the Republic of Azerbaijan who received education abroad);
- a supporting document issued by the State Examination Center to those who have an international certificate in a foreign language (IELTS, TOEFL, TestDaF, DALF, if applicable) or have scored a passing score in a foreign language;
- a copy of the identity document.
Holders of an international certificate in a foreign language (IELTS, TOEFL, TestDaF, DALF) are exempt from the entrance exam in a foreign language. The equivalence of the exam results for the international language certificate is determined by the State Examination Center.
Citizens of the Republic of Azerbaijan who have scientific or scientific-pedagogical achievements in the chosen field, are able to conduct fundamental research at a high level and have a PhD degree are accepted for doctoral studies under the Doctor of Sciences program.
The right to receive the degree of Doctor of Sciences by defending a dissertation is granted to scientific and scientific-pedagogical personnel who have the degree of Doctor of Philosophy (Candidate of sciences) and whose main place of work is a higher educational institution, scientific institution and organization.
Persons who have completed the term of study in the direction of “dissertation” cannot be repeat dissertators in the same specialty.
Persons who have completed their education through doctoral studies cannot be dissertators in the same specialty again.
For admission to the doctoral and dissertation program of the Doctor of Sciences, it is necessary to submit the following documents to the relevant scientific institutions of ANAS:
-statement (by name of the head of the institution or organization, which provides training in dissertate);
- personal card on registration of personnel;
- autobiography;
- 2 photos (size 3x4 cm);
- extract from the employment record;
- the characteristics of employment;
- list of published scientific papers;
- certified in the appropriate order, a copy of the diploma of higher education (certificate of recognition of education for the citizens of the Republic of Azerbaijan who received education abroad);
- a copy of the identity document.
