A scientific session dedicated to the 60th birthday of Corresponding Member of ANAS Professor Aminaga Sadigov was held at the Institute of Control Systems
19.12.2022 /The scientific session on "Topical problems of control in emergency situations", dedicated to the 60th birthday of the Corresponding Member of ANAS, Doctor of Engineering, Professor Aminaga Sadigov, was held on December 16, 2022, at the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan as per the decision of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) of 22 November, 2022. The scientific session was attended by Vice-President of ANAS, General Director of the Institute of Information Technologies, Academician Rasim Aliguliyev, Corresponding Members of ANAS General Director of the Institute of Mathematics and Mechanics Misir Mardanov and General Director of the Institute of Radiation Problems Islam Mustafayev, rector of the Institute for Military Scientific Research Colonel Arif Hasanov, senior officer of the Special Communication and Information Security Service of Azerbaijan Major Gunay Abdiyeva-Aliyeva, the Institute's administration, heads of departments and laboratories, scientists and specialists.
Opening the meeting, General Director of ICS, Academician Ali Abbasov made a presentation on the scientific and scientific organizational activities of Corresponding Member of ANAS Aminaga Sadigov. He said that the outstanding scientist Aminaga Sadigov, born on December 18, 1962 in Lerik, graduated from the Department of Applied Mathematics of the Dnepropetrovsk State University in 1985. In 1992, he received the academic degree of Candidate of Physics and Mathematics, in 2013 the academic degree of Doctor of Engineering, in 2010 the academic title of Associate Professor, in 2016 the academic title of Professor, and in 2017 he was elected a Corresponding Member of the Azerbaijan National Academy of Sciences.
А. Abbasov spoke in detail about the work of a prominent scientist. In 1985, Sadigov worked at the Institute of Mathematics and Mechanics of ANAS, and in 1988 was transferred to the Central Office of the Presidium of ANAS, where he held the positions of the Head of the Scientific and Organizational Department, the Scientific-Organizational Department and the Main Department of Science and Education. In 2019-2020, he worked as Academic Secretary (Vice-President) of ANAS and was a member of the Presidium of ANAS. On December 11, 2020, he was appointed Director of the Institute of Control Systems, and since February 1, 2021, he has been the Executive Director of this Institute. Under his guidance, important scientific results were obtained in the field of forecasting, modeling, risk assessment in emergencies and elimination of their consequences, and consistent work on their application in practice is under way.
Addressing the scientific and scientific-organizational activities of the renowned scientist, the head of the institute noted that A.Sadigov, as a member of a number of state structures, including the working group of the Milli Majlis Committee for Science and Education, is directly involved in the organization and implementation of various activities related to science and education, in the drafting of normative and legal documents. He noted that for his effective scientific and scientific-organizational activities, talented scientist, by the order of the President of the Republic of Azerbaijan, talented scientist A. Sadigov was awarded the medal of the Republic of Azerbaijan "Taraggi" ("Progress"), the medal of the Republic of Azerbaijan "100th anniversary of Baku State University (1919-2019)", Certificates of Merit of ANAS and other valuable and important awards.
At the end of his speech, A. Abbasov, on behalf of the staff of the Institute of Control Systems, congratulated the outstanding scientist, who made an important contribution to the science of cybernetics, presented the man of the hour with the ICS Award for exceptional merits.
Then the Vice-President of ANAS, Chairman of the Academic Council of the Division of Physical, Mathematical and Technical Sciences (DPMTS), Academician Rasim Aliguliev in his speech recalled that, on the basis of the request of the Science Council of ICS, the proposal for the scientific session dedicated to the 60th birthday of Corresponding Member of ANAS, Doctor of Engineering, Professor Aminaga Sadigov was unanimously adopted at the general meeting of DPMTS and the petition was brought up before the Presidium of ANAS. Pointing out that for many years of fruitful scientific and organizational activities and achievements in the development of Azerbaijani science, A. Sadigov was awarded with the Certificate of Merit, the highest award of ANAS at the meeting of the Presidium on December 8, 2022, the academician described this award as special attention to the development of science on the part of the leadership of ANAS.
R.Aliguliev congratulated A. Sadigov on behalf of the staff of the Institute of Information Technologies and highly appreciated the importance of the scientific session in terms of coverage of scientific and scientific organizational activities of A. Sadigov, the important scientific results achieved by him and discussion of current problems of control in emergency situations. Speaking about the scientific, scientific-organizational and pedagogical activity of A. Sadigov, about his noble personal qualities, R. Aliguliyev told the participants of the event in detail about the unprecedented merits of the scientist, who for many years took an active part in the shaping, management and implementation of scientific policy of ANAS. He noted that consistent scientific activity of A. Sadigov, whose main goal is the development of Azerbaijani science and who is always faithful to the policy of statehood, can be an example in the cause of attracting young personnel to science in a globalizing world.
The Vice President of ANAS said that during his academic career A. Sadigov investigated such important problems in the field of emergency management of state importance as prevention of processes and risks that may arise in extreme conditions, management of socially important critical systems, infrastructure and security components, and praised the scientist's activities in these areas. Recalling the decree of the President of the Republic of Azerbaijan of April 17, 2021 "On some measures to ensure the security of critical information infrastructure", R. Aliguliyev noted the important challenges facing scientists in this field.
At the end of his speech R. Aliguliyev sincerely congratulated the participants of the event with the forthcoming December 31, the Day of Solidarity of World Azerbaijanis, and the New Year, wished new successes in the development of Azerbaijani science, and voiced his recommendations for joint research in the context of global technological challenges.
Next, Misir Mardanov, General Director of the Institute of Mathematics and Mechanics, Corresponding Member of ANAS, gave an overview of the multifaceted scientific activities of A. Sadigov. Recalling that during the period of Heydar Aliyev's leadership in the republic in 1969-1982 more than 16 thousand young Azerbaijanis studied at prestigious universities of the former Soviet Union and successfully carried out their activities, returning home as educated specialists, the scientist said that A. Sadigov was also among the young people who took part in this process, which was carried out on the initiative of the national leader and had exceptional significance in the history of Azerbaijan. Saying that A. Sadigov, who always honorably served his motherland, made great contribution to development of science, attaches special importance to training of personnel, M. Mardanov talked in detail of his long scientific-pedagogical activity in this area. Highly appreciating the merits of the outstanding scientist as an organizer in the area of scientific development of ANAS and the country as a whole, M. Mardanov on behalf of the staff of the institution headed by him sincerely congratulated A. Sadigov on his 60th birthday and wished him new achievements in scientific and pedagogical activities.
The event continued with the presentation of scientific papers by distinguished scientists on topical problems in emergency situations.
Advisor of ANAS, Academician Telman Aliev made a presentation on "Scientific problems of ensuring safety of strategic facilities". Speaking about accidents occurring in the world practice, leading to human casualties and causing serious damage to the ecosystem, the academician noted that determining the measures to be taken before and after emergencies and conducting scientific research in this area is one of the topical scientific problems nowadays. Noting that multidisciplinary scientific research in this field is successfully carried out at the ANAS and the Institute of Control Systems, the academician recalled the accidents on offshore platforms, drilling rigs and transport in our country and spoke about the upcoming important scientific research.
Speaking in detail about statistical indicators of accidents, their causes and ways to solve them, the academician noted that at the beginning of the latent period of accidents at strategic facilities only the values of signal noise change, while informative attributes and indicators of measuring instruments of control and monitoring systems do not change. For this reason, the response of the system in some cases is delayed, which can lead to tragic accidents. T. Aliev noted that using the characteristics of noise as informative attributes for solving the problem it is possible to obtain information on the beginning of accidents and significantly improve operational safety of strategic facilities. Reminding that Azerbaijan is located in a seismic zone, the academician touched on the importance of prevention of possible emergencies and expressed confidence that by applying modern control systems the problems in the relevant area will be significantly reduced. At the end of his speech, T. Aliev sincerely congratulated A. Sadigov, who has unique merits in the field of control in emergencies and wished the scientist new successes in this topical field.
Islam Mustafayev, General Director of the Institute of Radiation Problems, Head of the Department of Life Safety at the Azerbaijan University of Architecture and Construction, Corresponding Member of ANAS, made a presentation on "Monitoring and management of radiological risks in the territories liberated from occupation". Speaking about the areas of research included in "Azerbaijan 2030: national priorities of socio-economic development" approved by a decree of the head of state on February 2, 2021, including the strategy of the Great Return to the liberated territories, the scientist said that the Institute of Radiation Problems was also included in the monitoring group set up by the Ministry of Ecology and Natural Resources. Reporting that the monitoring group carried out measurements of the radiation background in the territories liberated from occupation I. Mustafayev said that as a result of studies the average radiation background has been determined. Noting that in total the scientists of the Institute have been actively involved in 10 scientific expeditions, the scientist noted that "hot spots" are observed in the prevention of emergencies. Giving details about the studies conducted in Kalbajar, Zangilan, Aghdam, Tartar and other territories liberated from the occupation, I. Mustafayev noted that the obtained results are processed for inclusion in the database being created at present.
I.Mustafayev brought to the attention of the session participants that A. Sadigov had directly participated in the training of scientific personnel both at the Institute of Radiation Problems and at the Azerbaijan University of Architecture and Construction. On behalf of the staff of the institution headed by him, he congratulated A. Sadigov on his anniversary, stressed the importance of control in emergency situations and wished the esteemed scientist success in his scientific activities.
Colonel Arif Hasanov, rector of the Institute for Military Scientific Research, read out the letter of congratulations to A. Sadigov from the rector of the National Defense University, Lieutenant General of the Armed Forces of Azerbaijan, Professor Heydar Piriyev. A. Hasanov presented A. Sadigov with a certificate of merit of the National Defense University for his fruitful activities in the field of science and for services in the training of military scientific personnel.
The colonel, who delivered his presentation on "Topical problems of information security in the military service," spoke in detail about the work being done in the area of text and voice data encryption. He noted that cooperation with the Institute of Control Systems in the field of development and security of military equipment had been successfully carried out for many years and new research priorities had been identified. A.Hasanov once again congratulated professor of National Defense University, member of scientific and defense councils Aminaga Sadigov on behalf of the staff of the institution he heads and wished him new successes on the glorious path of science.
Prof. Allahverdi Hasanov, head of laboratory at the ICS, made a presentation on "Problems of managing potentially hazardous activities in agro-ecological land rehabilitation", drawing attention to the agro-ecological rehabilitation works and existing problems in the lands liberated from occupation. He noted that over the years Armenian aggressors had destroyed native habitats, agricultural systems, farmlands of Azerbaijan, the flora and fauna of the region as a whole were under threat of destruction, and the ecological balance had been disrupted. The scientist said that the ecological rehabilitation of the areas liberated from occupation, assessment of agrodiversity and effective use of land can be solved by topical research conducted in the context of different sciences. Since the solution of these problems requires advanced approaches, it is necessary to apply new models to develop long-term forecasts of sustainable development solutions. Talking about existing problems in clearing and effective use of the mined areas, A. Hasanov stressed the need to create perfect control models to collect mines with modern methods and solve problems caused by technogenic phenomena. Mentioning that agriculture in liberated areas is being rehabilitated on an innovative basis, the scientist noted that scientific and systemic approach to solving environmental problems is necessary in terms of all-round development of the country. At the end of his speech, A.Hasanov congratulated the distinguished scientist A.Sadigov, with whom he worked for many years to solve topical scientific problems, and wished him long life and good health.
Then Associate Professor Gulchin Abdullayeva, head of laboratory at ICS, made a detailed presentation on "Development of an intelligent information system for the organization of emergency care for toxic poisonings". Giving statistical data on cases of carbon monoxide poisoning in Baku in 2010-2021, the scientist talked about important data recorded in the world practice in this area. Noting that further development in various fields of medicine is associated precisely with new opportunities of computer research systems, the scientist spoke in detail about the dependence of carbon monoxide poisoning on time, the changes that occur in the human body when exposed to carbon monoxide, as well as the research carried out for the compilation of the table of differential diagnosis of poisoning with toxic substances in comatose state and testing based on 14 parameters. She also gave current information on the neural network image of carbon monoxide, specific therapy for acute poisoning, development of a software package and research results. At the end of her speech G. Abdullayeva congratulated Corresponding Member of ANAS Aminaga Sadigov on his 60th birthday.
Major Gunay Abdiyeva-Aliyeva, senior officer of the State Special Communication and Information Security Service of the Republic of Azerbaijan, gave a talk on "Emergency risks in cyberspace". Noting that cybersecurity is characterized as a social emergency, G. Abdieva-Alieva informed about the completeness, confidentiality and availability of information. She spoke in detail about the threats to information security and global experience in this field, and brought to attention the necessary measures to prevent network attacks. Speaking about the human factor in cybersecurity, G. Abieva-Alieva noted that it is the weakest link here. Touching upon the importance of research in emergency situations, G. Abiyeva-Aliyeva sincerely congratulated A. Sadigov, who has worked successfully in this field for many years and has made a significant contribution to world science, and wished him new successes.
Officer of the Center for Crisis Management of the Ministry of Emergency Situations, Senior Lieutenant Mirramin Yunusov read a congratulatory letter from Major General Adil Abdullayev, Head of the Center, to A. Sadigov on the occasion of his 60th birthday. He also noted that he had been a doctoral student at the ICS and conducted scientific research under the supervision of Adil Sadigov.
Academician Ali Abbasov read out a congratulatory letter from Major-General Baba Salayev, Head of the Academy of Emergency Situations, and said that letters of congratulations to A. Sadigov had been sent both from foreign countries and from various scientific and higher educational institutions of our country.
Then, the CEO of SINAM LLC, Professor Elchin Aliyev congratulated the esteemed scientist on behalf of the staff of his company and presented A. Sadigov with a medal of SINAM LLC for his outstanding contribution to the development of science and technology. Then, Corresponding Member of ANAS Agasi Melikov, Prof. Knyaz Mammadov, Doctor of Engineering Sciences Gambar Guluyev and others who praised the scientific activities of A. Sadigov, his role in the training of scientific personnel, his special attention to the youth and his personal qualities.
Then Professor Aminaga Sadigov, Executive Director of the ICS, Corresponding Member of ANAS, in his speech noted that the rapid response to emergencies is the main factor that determines the effectiveness of management decisions. Natural and man-made disasters of recent years require reassessment of the system of views on security. Natural and man-made emergencies, as a rule, are fast-paced, and the effectiveness of control is mainly determined by how quickly adequate decisions are formed when an emergency occurs. Development of security theory requires improvement of the system of emergency assessment and forecasting. He highlighted the statistical data of emergencies that had occurred in the world and in our country in recent years and said that in the modern era the protection of human life, environment and natural resources is evaluated by the advanced countries of the world as a priority research area. Speaking about the government programs implemented in Azerbaijan in this area and the special attention President Ilham Aliyev pays to this field, the scientist stressed that all bodies of the Ministry of Emergency Situations, including the Academy of Emergency Situations, have a strong material and technical basis. He emphasized the close cooperation of the ICS with the relevant organizations of our country in the development of mathematical models, methods and information technologies for solving control problems in emergency situations.
At the end of the event, A. Sadigov thanked the Presidium of ANAS, which had made the decision to hold the scientific session, the administration of the ICS for organizing the session at a high level, the speakers, guests and all colleagues who participated in the meeting, and said that our victory in the Patriotic War is the greatest reward to all of us.
