On October 24, 2024, a scientific session dedicated to the 95th birthday anniversary of Jalal Allahverdiyev, Full Member of ANAS, Doctor of Mathematical Sciences, Professor, Laureate of the State Prize of the Azerbaijan USSR, Honored Scientist of the Republic of Azerbaijan, was held at the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan. The session was organized by the Ministry of Science and Education of the Republic of Azerbaijan, the Azerbaijan National Academy of Sciences (ANAS), the Institute of Control Systems and the Institute of Information Technology. The event, held in a hybrid format, was attended by the Institute's management, scientists and specialists, as well as invited guests.

 

General Director of the Institute of Control Systems Academician Ali Abbasov, who opened the meeting, welcomed the guests and emphasized the importance of holding such reputable events. Noting that the scientific session is held by the decision of the Academic Council of the Division of Physical, Mathematical and Technical Sciences of the Presidium of ANAS dated May 29, 2024, A. Abbasov spoke about the rich scientific heritage and personal qualities of the world-famous scientist Academician Jalal Allahverdiyev.

 

He noted that Allahverdiyev Jalal Eyvaz oglu was born on September 17, 1929 in the city of Shusha. After graduating from school with a silver medal in 1946, he was admitted to Azerbaijan State University (now Baku State University), which he graduated with honors in 1951, and at the suggestion of Academician Mstislav Keldysh continued his postgraduate studies at Moscow State University. In 1957 he successfully defended his PhD thesis at MSU and in 1968 his doctoral thesis at the Institute of Applied Mathematics of the USSR Academy of Sciences. J. Allahverdiyev received the academic title of professor in 1969, was elected corresponding member of the Academy of Sciences of Azerbaijan in 1972, full member in 2001.

 

A.Abbasov talked about the contribution of outstanding scientist J.Allahverdiyev to the development of Azerbaijani science and its integration with world science. He noted that the main directions of scientific research of J.Allahverdiyev were devoted to such issues as functional analysis, stochastic and deterministic control theory, theory of operator equations, modeling of economic processes, research and modeling of computer processes.

 

Speaking about the high human qualities of the outstanding scientist, the academician spoke about his unparalleled merits in attracting young people to science, training talented personnel, his rich scientific school.

 

At the end of his speech A. Abbasov expressed confidence that the cherished memory of Jalal Allahverdiyev, a valuable scientist and academician, who headed the Institute of Cybernetics (now the Institute of Control Systems) in 1970-1988 and distinguished himself with exceptional merits in the history of scientific institution, will always live in our hearts.

 

Then, on behalf of the President of ANAS Academician Isa Gabibbeyli, General Director of the Institute of Information Technology of the Ministry of Science and Education, Vice President of ANAS Academician Rasim Aliguliyev greeted the participants of the event and the family members of the late scientist. Emphasizing the importance of the scientific session dedicated to the 95th birthday of the world-famous scientist, the academician talked about the history of ICS and exceptional merits of J. Allahverdiyev.

 

He noted that in the late 1950s the emergence of universal digital calculators gave impetus to research in the field of calculation methods and programming. This, in turn, created the basis for the Computing Center to become an independent organization within the Academy of Sciences in 1960. Establishment of the Institute of Cybernetics on the basis of the Computing Center in 1965 gave a decisive impetus to the development of cybernetics and informatics in our country.

 

R.Aliguliyev talked about the main scientific directions created under the leadership of prominent scientists of the Institute in that period. He noted that great successes were achieved in the field of mathematical cybernetics under the leadership of Academician Jalal Allahverdiyev, in the field of technical cybernetics under the leadership of Academician Telman Aliev, in the field of economic cybernetics under the leadership of Professor Gorkhmaz Imanov, and a scientific school was established.

 

Describing Academician J.Allahverdiyev's contribution to the development of science in various directions, R.Aliguliyev talked about his pedagogical activity, special attention and care he showed to the youth.

 

At the end of his speech R.Aliguliyev thanked the leadership of ICS for organizing this important scientific session, talked about the upcoming tasks in the direction of propaganda of scientific and scientific-organizational activity of our scientists who played an important role in the development of Azerbaijani science.

Then Head of ICS Laboratory, Associate Professor Gulchin Abdullayeva spoke on scientific and organizational activity of Jalal Allahverdiyev. Speaking about the difficult periods of the academician's life in the city of Shusha in 1929-1946, G. Abdullayeva elaborated on his scientific and pedagogical activities. She noted that J.Allahverdiyev continued his teaching activity for many years, from 1953 worked as a chief laboratory assistant, chief lecturer, associate professor, professor at the Faculty of Physics and Mathematics of Baku State University, in 1988-1994 - vice-rector for scientific work, in 1994-2017 - head of the Operations Research and Mathematical Modeling Department of the Faculty of Applied Mathematics and Cybernetics.

 

G.Abdullayeva said that under the leadership of J.Allahverdiyev 6 doctors of sciences, more than 40 doctors of philosophy were trained, a scientific school was established. The academician, author of more than 130 scientific works, conducted researches that played an important role in the development of Azerbaijani science. He was the first to investigate the completeness of the system of eigenelements for the class of non-self-conjugate and rational operators dependent on spectral parameter, proved theorems on completeness and basis. He proved the notion of multiple completeness of the system of elements in linear spaces and for the first time gave a new definition of s-numbers of compact operators acting in Hilbert space. His results were included in the theory of functional analysis and algebra under the name “Allaverdiev's Theorem”.

 

In 1960, J. Allaverdiyev, who distinguished himself by his multifaceted scientific and scientific-organizational activity, worked as the head of the department of mathematical control issues of the Computing Center at the Academy of Sciences of Azerbaijan. In 1969-1970 he worked as Deputy Director for Scientific Work of the Institute of Cybernetics of AS Azerbaijan, and in 1970-1988 as Director. During these years, the Institute carried out fundamental research works in many directions, and for the first time in the former USSR self-financing automated control systems (AIS), Special Design Bureau (SDB) were created to apply scientific developments in practice. In those years, the most powerful electronic calculator of that time BESM-6 was installed in the Institute.

 

At the end of her speech G.Abdullayeva, who shared her memories about J.Allahverdiyev, talked about his scientific school.

 

Then, Chairman of the Board of the State Examination Center of the Republic of Azerbaijan Maleyka Abbaszadeh spoke online about the scientific and pedagogical activity and noble human qualities of the outstanding scientist of Azerbaijan, academician J.Allahverdiyev. Talking about attention and care shown by J.Allahverdiyev towards development of potential of young cadres, M.Abbaszadeh shared her memories about the academician and noted that educated young people brought up in national spirit play an important role in development of the country.

 

M.Abbaszadeh talked about the International Green STEAM Azerbaijan Festival held on October 24-25 with the support of the Ministry of Science and Education and organized by STEAM Azerbaijan Project, and “SAF 2024” and “Green Initiatives” contests held as part of the festival, and emphasized the importance of involving young people, as well as the important missions facing them.

 

Secretary General of the Black Sea Economic Cooperation Organization (BSEC) Academician Asaf Hajiyev addressed the event in the online format, speaking about the history of development of mathematics in Azerbaijan and J.Allahverdiyev's unprecedented merits in this field. He noted that one of the greatest achievements of J.Allahverdiyev, a representative of Mstislav Keldysh's school, was the creation of his own scientific school, which contributed to the development of potential of young cadres. His scientific theories were recognized all over the world and were awarded state prizes. The most famous scientific result of the academician was included in many books, including textbooks on functional analysis, under the name “ Allahverdiyev's Theorem”.

 

A.Hajiyev, who shared his memories about J. Allahverdiyev, thanked the leadership of DPMTS ANAS for organizing the event.

 

Then Advisor of ANAS Academician Telman Aliev spoke about the history of the Institute of Cybernetics and outstanding people who led it. He noted that on the initiative of the national leader, President of the USSR Academy of Sciences academician M.Keldysh came to Azerbaijan and the first large electronic calculator BESM-6 was brought to our country. As a result, rapid development of programming, automation, applied mathematics, cybernetics and other fields was achieved in the country. Emphasizing the merits of Academician Ashraf Huseynov and Academician Jalal Allahverdiyev in the history of development of ICS, T.Aliev talked of their high human qualities and shared his memories.

 

Then General Director of the Institute of Mathematics and Mechanics, Professor Misir Mardanov talked in detail about rich scientific and pedagogical activity of outstanding scientist, academician J. Allahverdiyev in the field of spectral theory of operators. He noted that J. Allahverdiyev created his own school in the field of spectral theory of non-self-adjoint operators. This school produced valuable scientists who successfully continued this theory and played an important role in the development of mathematics. The scientific works of J. Allahverdiyev, who conducted fundamental research under the guidance of such outstanding scientists as V.M. Keldysh and A. Maslov, were highly appreciated by such famous scientists of the world as Kolmogorov, Gelfond, Pontryagin, Tikhonov, and Nikolsky.

 

M.Mardanov, who shared his memories of J. Allahverdiyev, noted that he had a noble, caring and wise character.

 

Head of the ICS Laboratory Corresponding Member of ANAS Gorkhmaz Imanov spoke at the event and shared his memories of the world-known scientist, Academician J. Allahverdiyev, with whom he worked for many years. He spoke about the valuable contribution that A. Huseynov and J. Allahverdiyev made to the development of the Institute of Cybernetics in general, including in the field of economic cybernetics.

 

Prof. Michael Farber of Queen Mary University of London, Prof. Elman Hasanov, Head of the Department of Mathematics of Turkey's İşık University, Prof. Agamirza Bashirov, Professor of the Department of Mathematics of the Doğu Akdeniz University of Northern Cyprus, Head of the Department of Mathematics, Professor Nazim Mahmudov, Head of the Department of Functional Analysis of BSU Professor Ali Ahmedov, Head of the ICS Laboratory Professor Knyaz Mammadov and Associate Professor Alekper Bagirov in their speeches talked about scientific and pedagogical activity and noble human qualities of J. Allahverdiyev and shared their memories.

 

Then Eyvaz Allahverdiyev, son of J. Allahverdiyev, addressed the audience and thanked the ICS leadership for holding the high-level event dedicated to the 95th birthday of the late scientist and shared his memories of his father.

 

R.Aliguliyev concluded the event with a speech, noting that valuable scientist J.Allahverdiyev will always live in our hearts, and voiced his proposals towards promoting his scientific heritage.
