Academician Telman Aliev's 90th birthday was celebrated at the opening ceremony of the international conference

The 4th International Conference on Logistics, Management and Operation in the East-West Transport Corridor (PLMO 2025) kicked off at the Central Scientific Library of the Azerbaijan National Academy of Sciences (ANAS) on May 13, 2025. The opening ceremony of the conference was dedicated to the 90th birthday of Academician Telman Aliev, Advisor of ANAS, Principal Researcher of the Institute of Control Systems.
Opening the event, President of ANAS Academician Isa Habibbeyli welcomed the prominent representatives of the Azerbaijani scientific community, as well as visiting scientists from various leading countries of the world and emphasized the importance of holding such prestigious events. He said that following the Decree of the President of the Republic of Azerbaijan Mr. Ilham Aliyev “On celebrating the 80th anniversary of the Azerbaijan National Academy of Sciences” one of the activities carried out at ANAS is related to the celebration of the anniversaries of scientists who played an important role in the history and modern development of the Academy. He noted that celebration of 90th birthday of Academician Telman Aliev as part of the international conference is a manifestation of special respect to the outstanding scientist on the part of the country's leadership and world scientific community.
Speaking about the life and rich scientific heritage of Academician Telman Aliev, I. Habibbeyli talked of his unparalleled merits in the integration of Azerbaijani science into the world science, as well as his valuable contribution to the development of informatics and cybernetics. He noted that T. Aliev, who devoted his life to science, made an exceptional contribution to the development of the 80- year-old Azerbaijan National Academy of Sciences, as well as the Institute of Control Systems. In particular, in 1988-2020, when he headed the Institute, fundamental researches were carried out at the scientific institution and great successes were achieved.
The academician noted that under the leadership of T. Aliev, the Laboratory of Electronic Computing Machines was founded in the middle of the last century, a scientific center was established and continuous research in this field was successfully continued for many years. As a result of important scientific researches in the field of signal and noise analysis conducted in 1970-1980s under the leadership of T. Aliev, the boundaries of Azerbaijani science expanded and it gained great influence in the former USSR and beyond. The researches conducted by the academician are important not only in theory but also in practice, and the scientific results obtained by him have been successfully applied in various state institutions and private sector for many years.
At the end of his speech I.Habibbeyli mentioned noble human qualities of academician Telman Aliev, congratulated him on behalf of the Minister of Science and Education of the Republic of Azerbaijan Mr. Emin Amrullayev and the Presidium of ANAS, wished him good health and new scientific successes.
Then General Director of the Institute of Control Systems Academician Ali Abbasov spoke, congratulating the outstanding scientist Academician Telman Aliev on his birthday and talking in detail about his many years of fruitful scientific activity. He talked of Academician Telman Aliev's active participation in the visit of President of USSR Academy of Sciences Academician M.Keldysh to Azerbaijan and delivery of the first large BESM-6 electronic computer to our country on the initiative of great leader Heydar Aliyev, and noted that as a result of this, rapid development in the field of programming, automation, applied mathematics, cybernetics and other fields was achieved in the country.
Under the guidance of T. Aliev, the author of a number of fundamental works at the intersection of cybernetics, informatics and physics, a new generation robust “noise” monitoring and control system has been introduced at 500 facilities of the State Oil Company of the Azerbaijan Republic, which provides remote diagnostics and control of deep oil production equipment and allows to significantly increase its profitability. The results of the academician's fundamental research are successfully applied in technical diagnostics of strategic facilities not only in the former Soviet Union, but also in such developed countries as Japan, Germany, Türkiye, Canada, and Spain.
Speaking about T. Aliev's achievements, A. Abbasov noted that awarding him the M.V. Keldysh Gold Medal in 1991, the Order “Shohrat” of the Republic of Azerbaijan in 2004, the “Honored Worker of Science” title in 2009, the the N. Tusi Prize in 2015, the International Silver Medal named after Academician Azad Mirzajanza de in 2018, the Jubilee Medal “100th Anniversary of Heydar Aliyev (1923-2023)” in 2024, the Badge of the Council of Elders of the Republic of Azerbaijan, as well as a number of Certificates of Merit of ANAS show the high appreciation of his fruitful scientific, scientific-organizational, public and pedagogical activity on the part of the leadership of the country and the world scientific community.
Speaking about scientific researches carried out at the Institute of Control Systems, which has a rich history and whose main scientific achievements are connected with the name of Academician Telman Aliev, A. Abbasov informed the participants of the event about SCADA system for control and management of technological processes developed at the Institute and the Special Design Bureau, development of technical and software support for the control system of unmanned aerial vehicles, virtual assistant system based on artificial intelligence technologies and Azerbaijani language model. He noted that the Institute implements practical actions on the “university-state-industry” model to fulfill the tasks arising from the decrees and instructions of the head of state in the spheres of science and education.
At the end of his speech, A. Abbasov thanked the Ministry of Science and Education of the Republic of Azerbaijan and the Presidium of ANAS for their support in organizing the international conference, once again congratulated T. Aliev and presented him with the Certificate of Merit of the Institute of Control Systems and a book dedicated to the academician's 90th birthday.
Then, Academician Asaf Hajiyev, Secretary General of the Parliamentary Assembly of the Organization of the Black Sea Economic Cooperation, talked in online format about high human qualities and astute managerial abilities of the unique scientist Academician T. Aliev and shared his memories. Congratulating T.Aliev, who made invaluable contribution to attracting youth to the advanced directions of science due to his multidisciplinary scientific researches in the field of informatics and cybernetics, on his anniversary, A.Hajiyev wished the international conference success in its work.
In his speech, Vice-President of ANAS, Chairman of the Scientific Council of the Division of Physical, Mathematical and Technical Sciences, General Director of the Institute of Information Technology of the Ministry of Science and Education, Academician Rasim Aliguliyev congratulated the prominent scientist Academician Telman Aliev on behalf of the Division, spoke about his scientific and scientific-organizational activity. He noted that under T. Aliev's leadership in 1950s transition from analog to digital computers was carried out, which laid the foundation of digital technologies in the country and expanded the boundaries of Azerbaijani science. Despite various obstacles he faced in his productive scientific activity, T. Aliev played the role of an innovator in science, making exceptional contributions to the development of scientific theories and commercialization of science. Noting that this significant day marks the birthday anniversary not only of T. Aliev but also of informatics and cybernetics in the country, R. Aliguliyev talked about his world-famous scientific school and wished him a happy anniversary.
Then Pro-Rector of the National Aviation Academy Adalat Samadov read out a congratulatory letter from the rector of the Academy Academician Arif Pashayev to Academician Telman Aliev on the occasion of his birthday.
Other speakers included the General Director of the Institute of Mathematics and Mechanics of the Ministry of Science and Education of the Azerbaijan Republic Corresponding Member of ANAS Misir Mardanov, Director of the Georgian Institute of Machine Mechanics Academician Tamaz Natriashvili, Director of the State Agency for Science and Higher Education Ulkar Sattarova, the General Director of the Institute of Geology and Geophysics of the Ministry of Science and Education of the Azerbaijan Republic Academician Akif Alizade, Vice-President of Springer Aliaksandr Birukou, Rector of Baku State University Elchin Babayev, Vice-Rector of the Silesian Technological University, Poland, Editor-in-Chief of the international scientific journal “Transport Problems” Professor Aleksander Sladkowski, Executive Director of the Azerbaijan Science Foundation Mehriban Imanova, Nobel Peace Prize laureate Bakhtiyar Sirajov, Rector of the Azerbaijan State University of Economics Adalat Muradov, Rector of the Azerbaijan University of Architecture and Construction Gulchohra Mammadova, Rector of Azerbaijan Technical University Vilayat Veliyev, Rector of Sumgayit State University Aminaga Sadigov, Chairman of the Yasamal District Organization of the New Azerbaijan Party Bakhtiyar Nabiyev, representatives of the Tashkent State Transport University Rustam Rahimov and Matluba Hajimukhametova. They spoke about the rich scientific activity and noble human qualities of T. Aliev, wished him success in the development of Azerbaijani science.
In conclusion, Academician Telman Aliev took the floor, speaking about outstanding figures who played a role in the development of informatics and cybernetics in the country and thanked the leadership of the country and the Presidium of ANAS for the special attention and care shown to him.
Note that the three-day international conference is being held in a hybrid format and organized by the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan, Silesian University of Technology (Poland), Guangzhou University (China), Georgian Technical University, Tashkent State Transport University (Uzbekistan) and Azerbaijan Technological University. Representatives of Azerbaijani scientific community, as well as scientists and researchers from Poland, Italy, Georgia, Germany, Ukraine, Romania, Lithuania, Bulgaria, Uzbekistan and Kazakhstan take part in the conference covering a wide geography.
The conference then continued with plenary sessions and sections. The final session of the conference will be held in Ganja at the Azerbaijan Technological University, one of the organizers of the conference.
