Employees of the Institute of Control Systems participated in an international forum

On August 6-8, 2025, the General Director of the Institute of Control Systems of the Ministry of Science and Education of Azerbaijan (ICS), Academician Ali Abbasov, Head of the Department of International Relations and Innovations, Tofig Babayev, PhD in Engineering, and researcher at the Institute's Laboratory of Recognition, Identification, and Optimal Decision-Making Methods, Ph.D. Tofig Babayev, and Researcher at the Institute's Laboratory of Recognition, Identification, and Optimal Decision-Making Methods, Rustam Azimov, PhD in Engineering, participated in the forum “Development of Artificial Intelligence Technologies in the Commonwealth of Independent States” at the invitation of the Ministry of Digital Technologies of the Republic of Uzbekistan and the Research Institute for the Development of Digital Technologies and Artificial Intelligence under the ministry.
 
Speaking at the opening of the forum, Academician Ali Abbasov welcomed the participants and spoke about the importance of the event, which was dedicated to topical issues. The scientist spoke about the strategy and architecture of the national artificial intelligence (AI) ecosystem in Azerbaijan, ways to implement it, and noted the need for cooperation between the public, private, and academic sectors to implement AI solutions.
 
The academician also made a presentation as a guest speaker at the AI HORIZONS Foresight Session, organized by the International AI Alliance, on the topic “The Future of Inclusive AI: LLM, Language Diversity, and the Challenges of Creating Sustainable Applications.” In his presentation, he discussed the main areas of AI application in Azerbaijan and the scientific research being conducted at ICS in this field. He also shared his thoughts on expanding cooperation among CIS countries in the field of AI, creating consortia, and conducting joint scientific research.
 
The session was also attended by Elvira Chache, Deputy Secretary General of the International Alliance for AI; Aleksandr Kraynov, Director of AI Technology Development at Yandex; Yegor Ershov, Deputy Director of the Reproduction and Synthesis Department at the AIRI Institute; Director of the Safe AI Laboratory at the AIRI Institute, Head of the Research Group on Trusted and Safe Intelligent Systems Oleg Rogov, Professor at the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers, specialist in quantum computing technologies Dilnoz Mukhamedieva, Head of the Department of Artificial Intelligence and Big Data at Al-Farabi Kazakh National University, Professor Medina Mansurova, and First Deputy Director of the Joint Institute for Informatics Problems of the National Academy of Sciences of Belarus Sergey Kasanin. The AI HORIZONS project, conducted by the International Alliance for Artificial Intelligence, aims to identify the most promising areas and topics for research in the field of artificial intelligence. The goal of the research is to identify cutting-edge technologies, research needs, and priority research areas.
 
As part of the forum, A. Abbasov and T. Babayev took part in discussions with representatives of the global scientific community. During the discussions, negotiations were held with Vladimir Norov, Director of the Central Asian International Institute and Chairman of the Central Asian Association of Artificial Intelligence, Sergey Garbuk, Deputy Director of the Ugra Research Institute of Information Technologies and Chairman of the 164th Technical Committee on AI, and other participants on the prospects for cooperation. An exchange of views also took place with A. Kadyrov, Director of the Research Institute for the Development of Digital Technologies and Artificial Intelligence of the Ministry of Digital Technologies of the Republic of Uzbekistan, on the possibilities for joint activities and the signing of a memorandum of understanding between the latter and ICS.
 
As part of the forum, a three-day intensive “AI Hackathon” was organized for developers, designers, and entrepreneurs. ICS employee Rustam Azimov took an active part in the hackathon, which consisted of lectures, seminars, and software development, as part of the international team “OnConnect.”
 
The main goal of the forum was to exchange experiences among CIS countries in the field of artificial intelligence, develop national strategies and initiatives, discuss the application of artificial intelligence in economics and education, the formation of the artificial intelligence product market, and other topics. The results of the forum will be presented as part of the international platform “Artificial Intelligence Journey” (AIJ) in Moscow in November-December 2025.
