
Employees of the Institute of Control Systems took part in an international seminar

The 20th International Capacity Building Seminar on Trade and Transport Facilitation "Trade Facilitation and Digital Transformation of Multimodal Information Exchange in Eastern Europe and SPECA, Using United Nations (UN) Standards" took place on December 11-12, 2025. The seminar, held at the World Customs Organization Regional Office for Capacity Building in the European Region in Baku, was organized by the UN Economic Commission for Europe (UNECE), the Europe-Caucasus-Asia Transport Corridor (TRACECA), the Institute of Control Systems of the Ministry of Science and Education of the Republic of Azerbaijan, and other partner organizations. Representatives from SPECA and TRACECA countries, including Azerbaijan, Georgia, Iran, Russia, Belarus, Ukraine, Moldova, Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan, Kyrgyzstan, and other countries participated in the event. The General Director of ICS, Academician Ali Abbasov, and the Head of the International Relations and Innovation Department Tofig Babayev, PhD in Engineering, also took part in the seminar.
The main objective of the seminar was to study, within the framework of cooperation with TRACECA, methodological problems and exchange experience in the digitalization of the CIM/SMGS railway consignment note along the Trans-Caspian Corridor, data exchange between Caspian Sea ports, other modes of transport in the supply chain, and the digitalization of information exchange in the corridor along the Caspian Sea using UN/CEFACT standards.
The plenary session featured speeches by Ilham Namazov, a representative of the Ministry of Digital Development and Transport of the Republic of Azerbaijan, Asset Assavbayev, TRACECA Secretary General, Ali Abbasov, General Director of ICS and Academician, and Antonio Lo Parco, Director of the World Customs Organization Regional Office for Capacity Building in the European Region.
А. Abbasov greeted the participants and spoke about the importance of the workshop on this relevant topic. He noted that the location of Azerbaijan at the intersection of the East-West and North-South transport corridors, as well as the creation of the new Zangezur transport corridor, make our country's serving as an international transport hub one of the key priorities of future development. He noted that the economies of Eastern Europe, Central Asia, and the wider SPECA region are undergoing significant changes in the movement of goods, information, and services across borders, which increases the demand for efficient, transparent, and compatible multimodal transport systems. At the core of these transformations are UN standards – UN/CEFACT, reference data models, and digitalization tools that ensure global compatibility. Emphasizing that this process is of particular importance, especially for multimodal corridors such as the Trans-Caspian International Transport Route, A. Abbasov noted that the successful trade facilitation depends on the interaction of railways, ports, road transport, shipping, customs, and logistics operators. Noting that Azerbaijan fully supports this direction, the academician spoke about the creation of digital corridors and border systems based on internationally agreed reference models.
In conclusion, A. Abbasov said that the Institute of Control Systems is proud to support the United Nations Economic Commission for Europe (UNECE) seminars and to actively participate in the digital transformation of trade and transport in the SPECA region, and announced the establishment of an International Laboratory for the Digitalization of Transport and Logistics Processes as a logical continuation of long-term participation in the EU4Digital: eTrade and eLogistics expert network . He emphasized that the laboratory will contribute to the development of adapted concepts and technical solutions for multimodal transport corridors based on UN standards.
At the seminar, A. Abbasov met with Antonio Lo Parto, Director of the World Customs Organization's Regional Office for Capacity Building for the European Region. The meeting discussed possibilities for cooperation between the WCO ROCB and ICS for 2026, reaching a preliminary agreement regarding the organization of special pilot courses on national digital logistics platforms and digital transport corridors for customs officers, developed by ICS international laboratory for the region comprising 52 member countries.
On the second day of the seminar, in the course of the panel discussion on the implementation of seamless multimodal digital information exchange in the regional economic, trade, and transport corridor using UN/CEFACT standards, T. Babayev gave a presentation on the creation of national e-logistics systems as an effective strategy for the digitalization of multimodal cargo transportation in SPECA countries, answering a number of questions on the topic.
