The meeting was organized by the "Great Return" consortium, created to restore the liberated territories of the Karabakh region. The Great Return consortium includes the Institute of Control Systems of ANAS, Qorqud Holding LLC, AL-Trans Consulting LLC, AS-KO LLC and SINAM. The Israeli company Alecon Technology & Consulting, which has extensive experience in implementing large agricultural projects, was also invited to the meeting.

During the meeting, representatives of Alecon Technology & Consulting provided detailed information on the activities and projects of the company, noting that the company took part in the construction of agricultural facilities (including farms and broilers), processing of agricultural products, feed-milling plants, and also has a cutting-edge technology that implements the entire technological cycle, including genetic research, agronomic/veterinary services and the sale of finished products, and provides high productivity and efficient management. In addition, Alecon Technology & Consulting also specializes in technology education, and one of the company's activities is training and providing practical knowledge to farmers through the training center in similar projects. It was noted that the creation of such a center in Karabakh, along with a more successful implementation of the "smart village" concept in the region, could enhance the agricultural potential of Azerbaijan as a whole, and that the integration of innovations into the agricultural sector is one of the main goals of the Consortium.
The members of the Great Return consortium raised the issue of attracting foreign investment to the project for the creation of the Smart Village, the construction of alternative energy sources in the regions and the use of such sources within the framework of the Smart Village project. The representatives of Alecon Technology & Consulting clarified these issues, noting that in order to implement both the investment issue and the construction of alternative energy sources, it is necessary to conduct preliminary studies to determine the efficiency and profitability of the project. To do this, it is necessary to assess local conditions, conduct preliminary research, including marketing, at the project sites, collect the necessary information and develop a business model and business plan based on this information. The consortium members supported the proposals and expressed their readiness to assist in their implementation.
At the end of the meeting, the consortium members touched upon the specifics of the project and noted that the project is to be implemented in cooperation with public, private and academic organizations, and for this reason the Consortium had been established. In this project, ANAS plays the role of a coordinating body, since the project concerns the creation of a "Smart Village", scientific justification is important, and therefore ANAS will also be responsible for the scientific part of the project. The event to discuss the project with the participation of members of the consortium and representatives of relevant state bodies is to take place at ANAS in mid-September of this year. The representatives of Alecon Technology & Consulting were also invited to the online event. It was
also noted that after this event and getting the results, the Consortium represented by ANAS will request the launch of the project from the government.
