
Employees of the Institute of Control Systems took part in the I International Scientific and Practical Conference "Building a New Economy in Karabakh: Development Impulses from Aghdam"

The I International Scientific and Practical Conference "Building a New Economy in Karabakh: Development Impulses from Aghdam" was held in online format on September 16-17, 2021. It should be noted that the plenary sessions of the conference were held on September 16, 2021 in the city of Aghdam.
The conference was attended by Academician Ali Abbasov, General Director of the Institute of Control Systems of ANAS, Professor Elchin Aliyev, Head of the Laboratory "Intelligent Methods of Decision Making and Computer Systems", Khanmurad Abdullayev, ICT researcher of this laboratory, PhD in Engineering, and Tofig Babayev, Head of the Department of Foreign Relations and Innovations, PhD in Engineering. Three articles co-authored by Academician Ali Abbasov, Elchin Aliyev and Khanmurad Abdullayev were presented at the conference: "Cluster Approach to Regeneration of Karabakh Territory Liberated from Armenian Occupation", "Financing Innovative Development of Karabakh Region within the Framework of Cluster Initiatives" and "Smart Village Concept as an Innovative Method of Regeneration of Karabakh Territories Liberated from Occupation".
Speaking on the first two topics, Elchin Aliyev emphasized the importance of attracting foreign investment for the reconstruction of the Karabakh region and proposed the "cluster" model used in world practice to achieve these goals. Speaking about the advantages of this model, Elchin Aliyev noted that the model of creating a dirigiste cluster is considered more suitable for the Karabakh region, given that the economy of Azerbaijan is traditionally characterized by significant state participation. In his speech, Elchin Aliyev also proposed the creation of a "Shareholder Investment Fund" in order to efficiently spend the financial resources allocated for the reconstruction of Karabakh and emphasized the importance of creating a project repository that would allow filtering projects by their characteristics that would attract entrepreneurs, as well as by many criteria such as ideas, knowledge resources, methods, technologies, equipment, relevance, issues or problems.
Elchin Aliyev touched upon the issues of financing innovative development of the Karabakh region within the framework of cluster initiatives and talked about a single universal platform "Finance Mega Mart" for organizing financing of regional projects, small and medium-sized businesses and attracting private capital, and stated that the implementation of this concept is important for the purposes of sustainable development of the republic. Elchin Aliyev emphasized the importance of implementation of this platform in Azerbaijan and noted that the platform will allow Azerbaijan to be recognized as a successful example in the development of the financial sector of the world community and strengthen its position, as well as play an additional role in attracting foreign capital and potential local investors.
Nihad Aliyev, representative of Gorgud Holding LLC, a member of the Consortium established for the development of the Smart Village project, which includes the Institute of Control Systems, spoke at the conference on the third topic.
