
ANAS delegation visited Belarus

On November 23-27, 2021, the delegation of the National Academy of Sciences of Azerbaijan took part in the III Forum of Scientists of the CIS member states, held in Minsk, Republic of Belarus.
The Azerbaijani delegation included General Director of the Institute of Control Systems of ANAS Academician Ali Abbasov (head of the delegation), General Director of the Institute of Oil and Gas of ANAS Academician Fakhraddin Gadirov, Head of the Department of the Institute of Information Technology of ANAS Corresponding Member of ANAS Ramiz Alyguliyev, Executive Director of the "Park of High Technologies of ANAS" LLC Zaur Nehmatov, Assistant General Director of the Nizami Ganjavi Institute of Literature of ANAS Panah Hajiyev, Head of the Department of International Relations and Innovations of the Institute of Control Systems of ANAS Tofig Babayev, PhD (Engineering), and Head of Laboratory of the Institute of Control Systems of ANAS, Adalat Pashayev, PhD (Mathematics).
During the visit, the delegation took part in the III Forum of Scientists of the CIS member states.
On November 25, the opening of the III Forum of Scientists of the CIS member states took place. The head of the Azerbaijani delegation, Academician Ali Abbasov, made a speech at the plenary session of the forum.
Welcoming the participants of the forum on behalf of the Azerbaijani delegation, A. Abbasov expressed deep gratitude to the National Academy of Sciences of Belarus for the invitation to this high-level event. The academician stressed the importance of the Azerbaijan National Academy of
Sciences in the development of the national consciousness of the country, the formation and development of various industries of the country, the development of natural resources, the study of the history and philosophical thought of the Azerbaijani people, the preservation and development of the Azerbaijani language and other areas.
In his speech, the academician noted the fundamental measures taken under the leadership of the President of the Republic of Azerbaijan Ilham Aliyev towards the development of science in the country, strengthening scientific and technical potential, training highly qualified scientific personnel and increasing the role of scientists in society. The academician spoke about the work planned by the Azerbaijan National Academy of Sciences under the "ANAS Development Program in the Republic of Azerbaijan for 2020-2025", including priority areas of scientific research, innovative development, training of young scientists, cooperation between public and private companies in the development of science and technology.
Ali Abbasov also informed the forum participants about the international cooperation of ANAS, noted the importance of cooperation with the academies of sciences of the CIS countries for the National Academy of Sciences of Azerbaijan. The academician spoke in detail about the cooperation of the Azerbaijan National Academy of Sciences with leading scientific and educational institutions of the CIS and Baltic countries, Georgia, the USA, Japan, Israel and other countries, in the preparation and implementation of joint projects in priority fields of science and technology, exchange of information and experience, training and organization of joint events.
The round table was attended by the General Director of the Institute of Control Systems Academician Ali Abbasov, Head of Department of the Institute of Information Technology of ANAS, Corresponding Member of ANAS Ramiz Aliguliyev, representatives of the Institute of Control Systems of ANAS Tofig Babayev and Associate Professor Adalat Pashayev. The presentations made in this section, presentations were aimed at solving various problems of the CIS countries in the digital age and dedicated to strengthening mutual cooperation. Academician Ali Abbasov made a presentation on the topic "Scientific and technical cooperation of the CIS countries in solving global problems of nature within the framework of the Digital Silk Road project".
In his presentation, A. Abbasov brought to the attention of the participants the results of research in the field of scientific and technical cooperation of the CIS countries within the framework of the Digital Silk Road in order to solve global problems.
The academician stressed that the main condition for successful participation in the scientific program of the digital Silk Road is the significant potential and level of development of the country in the field of information and communication technologies (ICT) both from a scientific and technical, and from a production and economic point of view, including legal framework.
Describing in detail the pace and level of ICT development in Azerbaijan over the past 15 years, A. Abbasov pointed out that according to the International Telecommunications Union, Azerbaijan is one of the top ten countries dynamically developing in this area.
The speaker told the participants about the level of development of information infrastructure in Azerbaijan, including the Internet, space technologies, transnational information channels, data centers, computing systems, etc., and stressed the role of Azerbaijan's scientific potential.
In conclusion, the scientist conveyed to the audience the main essence of the project, namely, the proposal of ANAS to focus on solving global problems, concentrating the scientific, technical and
knowledge potential of the CIS countries and other regions within the framework of the UN Sustainable Development Goals.
The ANAS delegation also held numerous bilateral meetings.
On November 23, representatives of the Institute of Control Systems of ANAS held meetings at the Joint Institute of Mechanical Engineering of the National Academy of Sciences of Belarus in Minsk and signed a bilateral cooperation agreement. On November 24, representatives of the Institute of Control Systems of ANAS held a meeting at the Institute of Applied Software Systems of the Republic of Belarus, where they discussed the possibilities of further bilateral cooperation. The importance and successful holding of the International Conference on Problems of Logistics, Management and Operation in the East-West Transport Corridor, held on October 27-29 in Baku, as well as the active participation of the Institute of Applied Software Systems in the conference round table, were noted. A memorandum of cooperation was signed between the two organizations. On November 24, in the afternoon, the Belarusian State University of Informatics and Electronics held meetings with representatives of ANAS and signed a memorandum of cooperation between the Institute of Control Systems and the University. The memorandum provides for broad cooperation in the field of science, education and other areas of importance for the two institutions. The Chairman of the Academic Council for Geodesy and Geophysics of the International Association of Science Academies Academician F. Gadirov and Head of Department of the Institute of Information Technology, Corresponding Member of ANAS R. Aliguliev took part in the meeting.
On November 24, 2021, the Executive Director of the Park of High Technologies Zaur Nehmatov held meetings with the administration of the Center for Identification Systems of the National Academy of Sciences of Belarus and the Institute of Mathematics of the National Academy of Sciences of Belarus. At the meeting, the sides exchanged views on the implementation of joint projects with residents of the Park of High Technologies of ANAS and discussed prospects for mutual cooperation.
On November 26, 2021, Z. Nekhmatov held a meeting with the management of the Belarus High Technologies Park. Extensive information about the history and present of the Belarus High Technologies Park, its capabilities, innovative projects, benefits applied, residents, statistical indicators was provided at the meeting. The possibilities of cooperation between the Park of High Technologies of ANAS and the Belarus High Technologies Park were discussed. Later Z. Nekhmatov made a detailed presentation on the Park of High Technologies of ANAS and got acquainted with innovative products, technological innovations developed in the Belarus High Technologies Park.
The first congress of Academic Councils of the International Association of Academies of Sciences (IAAS) was held in Minsk from November 24 to 26, 2021. The congress was attended by the General Director of the Institute of Oil and Gas of ANAS, the Chairman of the Academic Council for Geodesy and Geophysics of the International Association of Academies of Sciences, Academician F. Gadirov and the head of the Department of the Institute of Information Technology, Corresponding Member of ANAS R. Aliguliyev.
The head of the Academic Councils of the IAAS, Chairman of the Presidium of the National Academy of Sciences of Belarus Academician V. Gusakov informed the participants of the congress about the work done.
At the congress, Academician F. Gadirov, made a presentation on the scientific ties established between the countries represented in the Council. The presentation analyzes the relations between the countries represented in the council and the world's leading scientific centers, and puts forward
a number of proposals to strengthen these ties. Corresponding member of ANAS R. Aliguliyev took part in discussions on this topic. At the end of the congress, the final resolution was adopted.
On November 26, 2021, in the morning, Ramiz Alyguliyev had a meeting at the Joint Institute of Informatics Problems of the National Academy of Sciences of Belarus within the framework of the forum. A seminar with the participation of scientists from Russia and Kazakhstan was also organized at the meeting.
Then R. Aliguliyev gave the seminar participants detailed information about the research carried out at the Institute, and areas for future joint research were identified.
After the meeting, the guests got acquainted with the work of the Republican Supercomputer Center operating at the Institute and the Belarus Spacecraft Flight Control Center.
On November 24, Assistant General Director of the Nizami Ganjavi Institute of Literature of ANAS Panah Hajiyev visited the Center for Research of Belarusian Culture, Language and Literature of the National Academy of Sciences of Belarus. Meetings with philologists, folklorists, and art historians working in various institutes were held in the assembly hall of the center. The Director of the Center Academician Alexander Lokotko spoke about the structure of the work, activities and achievements of the departments. P. Hajiyev, in turn, greeted them on behalf of the leadership of the Institute of Literature and expressed gratitude for the special attention and hospitality. After providing general information about the Nizami Ganjavi Institute of Literature, he presented the book The Great Azerbaijani Poet Nizami Ganjavi by the General Director of the Institute Academician Isa Gabibbeyli, to the library of the Institute.
On November 26, the closing of the forum was held in the building of the CIS Executive Committee.
In his speech at the closing ceremony, Academician Ali Abbasov noted the great importance of establishing ties with the academic structures of the CIS member countries and the International Association of Academies of Sciences (IAAS), which are at a new stage of development. He also stressed the importance of conducting joint projects and research in various fields of science of mutual national interest, as well as holding international scientific events and direct cooperation with research institutions.
A. Abbasov also stressed the importance of the proposed project to coordinate the efforts of the CIS Science Academies to solve the problems of natural disasters within the framework of the UN Sustainable Development Goals against the background of China's Digital Silk Road initiative.
He expressed confidence that the forum of scientists of the CIS member states will play an important role in solving many issues related to scientific and innovative activities, including the popularization of science, promoting the commercialization of science, the development of innovative processes, and will also make an important contribution to the development of science and the protection of the interests of scientists.
Thus, the visit of the delegation of the National Academy of Sciences of Azerbaijan to the National Academy of Sciences of Belarus ended.
