Employees of the Institute of Control Systems participated in a scientific-technical conference

Employees of the Laboratory of Control in Emergency Situations of the Institute of Control Systems of ANAS participated in the 7th scientific-technical conference on "Topical problems of emergency situations" dedicated to the 99th birthday of the national leader Heydar Aliyev.
At the plenary session of the conference the Executive Director of ICS, Corresponding Member of ANAS Aminaga Sadigov presented a detailed paper "The technology for creating a database for certification of potentially hazardous facilities". He pointed out that natural and technogenic disasters of recent years dictate the reassessment of the system of views on safety. The development of safety theory requires improvement of emergency assessment and forecasting system. The development of computers and communications has made it possible to accumulate, store, process and transmit to the operational control quite large volumes of information.
Assessment of the real level of technogenic and natural hazards requires the organization of constant monitoring and control over the condition of potentially hazardous facilities (PHF). This requires creating and maintaining in constant readiness the systems of monitoring and control of the state of PHFs. One of the areas of this work is the creation of a database of passports of PHFs that are at risk of emergencies. Creation and maintenance of such databases, their prompt processing and updating allow monitoring the condition of all components of the PHF, predicting the possibility of an emergency at the site, determining its degree of danger and based on this data making flexible decisions on the prevention of emergencies.
Then, making a comprehensive presentation on "Mathematical models of control issues in emergency situations", the scientist said that such factors as the intensive development of industry, the lack of security in industrial processes, global climate change, devastating military conflicts lead to accidents, natural disasters and epidemics. This, in turn, contributes to a constant increase in the number and scale of natural and technogenic disasters and their destructive impact on the environment. Combating these natural disasters and cataclysms, which are common to almost all regions of the country, requires a modern prevention and response system.
А. Sadigov emphasized that the solution of these problems can be achieved by predicting emergencies, organizing preventive measures to eliminate the possible causes of accidents and disasters, and taking flexible decisions in crisis situations. He touched upon the importance of using the capabilities of modern computers and information technologies for increasing the efficiency of flexible management in elimination of consequences of emergencies and told in detail about the proposed mathematical models and main objectives set in this area.
The scientist mentioned that the mathematical model being developed in terms of revealing the accidental events causing the accidents and risk assessment, provides the maximum efficiency of the cause-and-effect relations between the undesirable events and the subsequent possible accident and creates the basis for analytical operations. A. Sadigov said that in the course of the research an algorithm had been developed for comprehensive assessment of life risks in conditions of possible accidents at chemically hazardous facilities.
As part of the event A. Sadigov told the participants about the basic concepts related to emergencies, the specifics of control in emergencies, a systemic approach and the basic steps to build mathematical models, discussions were held and questions were answered.
Employees of the Laboratory of Control in Emergency Situations senior researcher Associate Professor Leyla Gadimli, junior researchers Turan Isazade and Lamia Najafova and doctoral student of ICS Associate Professor Leyla Muradkhanli also participated in the conference and made presentations.
