Institute of Control Systems report on the results of scientific research for the year 2022
22.12.2022 /On December 20, 2022 the Institute of Control Systems (ICS) there hosted the general assembly of the Division of Physical, Mathematical and Technical Sciences (DPMTS) to ensure the implementation of the decision of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) "On the reports on the results of scientific research carried out in 2022 in ANAS and other scientific and higher educational institutions of the republic". The meeting was attended by Vice President of ANAS, Chairman of the Academic Council of the DPMTS Rasim Aliguliyev, Acting First Vice President of ANAS Arif Gashimov, Academician Yusif Mammadov, Academician Javad Abdinov, general and executive directors of scientific institutions of to the division, academic secretaries, heads of education, international relations and public relations departments.
Academician Rasim Aliguliev opened the meeting and briefed the participants on the issues on the agenda.
At the event, Doctor of Engineering Fakhrad Pashayev, Associate Professor Gulchin Abdullayeva and Associate Professor Rauf Gadimov were awarded Certificates of Merit of DPMTS for achievements in the development of Azerbaijani science on the occasion of their 70th, 75th and 80th birthdays, respectively.
Reports of the Institute of Control Systems, the Shamakhi Astrophysical Observatory and the National Academy of Aviation on the results of scientific research for 2022 were presented at the general assembly.
Presenting the report on scientific and scientific-organizational activity of the Institute headed by him, Academician Ali Abbasov, General Director of the ICS, noted that the scientists of the Institute in the current year at various stages had conducted and successfully completed research work in certain research areas. The academician spoke in detail about the work carried out in the main research areas of the institute, such as theoretical and applied control problems, artificial intelligence technology and research of socio-economic systems. A.Abbasov spoke about the development of intelligent control systems based on international standards such as SCADA based on the Internet of Things, implemented in accordance with the requirements of global technological challenges, onboard computer of special-purpose drones, flight controller, special communication, flight control system and related software, natural language technologies based on artificial intelligence for languages with limited digital resources and their applications, and other potential projects.
Highlighting the achieved important scientific results, the academician gave extensive information about the development of algorithms to calculate estimates of high order statistical characteristics, the methodology for modeling abruptly changing modes that disrupt the functioning of systems in a wide range and cause instability, the study of inverse source problems for parabolic equations with non-local beginning and boundary conditions, etc. He reported that the important scientific results obtained this year on the research work carried out at the Institute had been indexed in such authoritative international databases as Web of Science, Scopus. A.Abbasov said that the results of 7 scientific-research works were successfully put into practice in various areas in Bibi-Heybat field of Azneft PA, in the village of Agali of Zangilan District, in the State Examination Center, the National Academy of Aviation and other state entities during the year.
Noting the projects "Development of software and corresponding interface for control of unmanned aerial vehicles" and "Development of intelligent information and query system for call centers" submitted to the contest of the research program of the Azerbaijan National Academy of Sciences, the academician said that detailed information about this will be presented at a future event in an appropriate format. The scientist also spoke about the research works of the Special Design Bureau at the Institute that had been introduced into production this year.
The General Director of the Institute reported on patents and grants received in the current year. He noted that a total of 7 patents had been obtained in 2022, 6 of them Eurasian and 1 national, and a total of 7 projects had been submitted by the employees of the Institute to grant project competitions: 6 within the "Main Grant Contest - 2022" announced by the Science Fund of Azerbaijan and 1 within the joint program under the cooperation agreement signed between the Azerbaijan National Academy of Sciences and the Scientific and Technological Research Council of Turkey (TUBITAK).
A.Abbasov spoke about the implemented and envisaged works within the winner projects of the grant competition "Karabakh is Azerbaijan!" announced on August 19, 2021: "Improvement of UAV monitoring methods to ensure sustainable development and security environment in the liberated territories", "Development and introduction of intelligent Internet of Things (IoT) system for the development of agriculture in the liberated territories" and "Development of artificial intelligence national standards".
Speaking about the personnel training work done, the scientist noted that this year ICS successfully implemented a policy of rejuvenation in terms of the development of highly qualified personnel potential. He pointed out that the Institute runs doctoral and dissertation programs to prepare Doctors of Sciences and Doctors of Philosophy, as well as a Master's program. The academician stressed that in 2022 employees of the institute had successfully defended 4 dissertations for the degree of Doctor of Sciences and 6 dissertations for the degree of PhD, and 5 dissertations for the degree of PhD had been completed for submission to the defense.
Reporting on scientific publishing activity, A.Abbasov said that 299 articles (84 in Web of Science and 56 in Scopus bases), 214 abstracts, 2 books (2 abroad), 5 textbooks and 5 monographs (1 abroad) by employees of the Institute had been published in 2022, about 2400 references to their works had been made.
A.Abbasov also spoke in detail about awards and prizes received this year, expansion of cooperation with local and international scientific institutions, conferences and seminars organized at the Institute, bibliometric indicators for the past 6 years and implemented practical measures to integrate science and education. In particular, he spoke in detail about 5 international, 1 Republican conferences and 1 scientific session organized by the Institute. The head of the Institute told about the work on popularization of science, noted the positive dynamics of development of the website www.isi.az in the current year. He noted that on the website, which has been actively functioning since 2010 and fully meets the requirements for the ANAS web-pages, the information is posted promptly in three languages.
The report was then extensively discussed and opinions and suggestions were voiced.
Director of the Research Institute of Applied Mathematics at Baku State University, Academician Fikret Aliyev in his speech emphasized the importance of conferences organized by the Institute in the current year in terms of expanding international relations and integration of Azerbaijani science into world science. Among such events F. Aliyev specially stressed the importance of the 8th Conference on Soft Computing devoted to the 100th anniversary of Lotfi Zadeh on 3-5 February and the 8th Conference on Control and Optimization with Industrial Applications COIA-2022 organized together with the Baku State University on August 24-26. Praising the research work carried out at the ICS in recent years, the obtained patents, grants, personnel training and work on the popularization of science, the scientist wished the Institute's team success in the new year.
Member of the Presidium of ANAS Academician Adil Garibov commended the relevant, practically significant research carried out at the Institute, which meets the requirements of our time, the established important relationships of cooperation with reputable international organizations, future-oriented priority research areas. A.Garibov especially appreciated the extra-budgetary funding of the Institute in the current year amounting to AZN 300,000.
Then, the Executive Director of ICS Corresponding Member of ANAS Aminaga Sadigov on behalf of the institute's administration thanked the administration of ANAS for the organization of the reports. Speaking about the tasks and problems of the coming year in the field of science development, integration of science and education, A. Sadigov voiced proposals for the commercialization of science, implementation of incentive measures to attract young personnel to science, improvement of the material and technical base.
Then Elchin Aliyev, head of laboratory at the ICS and President of SINAM LLC, put forward proposals on the development of the field of ICT, support for the activities of legal entities and individuals in this area, promotion of digital development in the country, joint research aimed at attracting foreign investment, highly qualified specialists and personnel, and spoke about the challenges ahead.
Then Academician R. Aliguliyev stressed the importance of conducting research within the ANAS at the ICS in such relevant areas as theoretical and applied control problems, artificial intelligence technology and research of socio-economic systems, and wished the specialists of relevant areas success in further research aimed at the integration of Azerbaijani science into world science. The academician positively assessed the report of the Institute in terms of fundamental research, human resources potential, high scientific statistical indicators achieved in the current year, and voiced relevant objectives and recommendations for the study of practically important issues to meet the challenges of our time.
An open vote was then taken and the report was unanimously approved by the members of the division.
