Academician Ali Abbasov turns 70
29.12.2022 /On January 1, Academician Ali Abbasov, a renowned scientist in the field of information technology and management, General Director of the Institute of Control Systems of the Ministry of Science and Education of the Republic of Azerbaijan, celebrates his 70th birthday.
Ali Muhammad oglu Abbasov was born on January 1, 1953 in Nakhchivan in a family of intellectuals. In 1976, he graduated from the Moscow Power Engineering Institute with a degree in Automation and Telemechanics. In 1981 the outstanding scientist was awarded the degree of Candidate of Technical Sciences, in 1994 - the degree of Doctor of Technical Sciences and in 1996 - the title of Professor. In 2001, he was elected a Full Member of the Azerbaijan National Academy of Sciences.
Starting his multidisciplinary career in 1976 at the Institute of Cybernetics of ANAS, A. Abbasov in 1982-1988 worked at the department of ACS ANAS as head of laboratory, in 1988-1992 - as chief engineer, in 1992-1997 - as director. In 1997-2000 the scientist was the director of the Information and Telecommunication Scientific Center of ANAS, in 2000-2004 the rector of the Azerbaijan State University of Economics, in 2004-2015 the Minister of Communications and High Technologies of the Republic of Azerbaijan. In 2017 A. Abbasov became an advisor of ANAS, in 2020 - the director of the High Technology Park of ANAS. Since 2021 he has been General Director of the Institute of Control Systems.
Leading a rich academic and political life, the academician was a member of the Milli Majlis of the Republic of Armenia from 2000-2004 and a member of the Milli Majlis delegation to the Parliamentary Assembly of the Council of Europe (PACE). He was an active speaker at PACE presenting an extensive report on "Preservation of Cultural Heritage in the South Caucasus", one of the speakers at PACE on "The Role of ICT in Human Rights", a speaker at Harvard University (John F. Kennedy Institute) on "The Impact of South Caucasus Conflicts on Regional Economic Development". He has been a member of the New Azerbaijan Party since January 1993, and was a member of the political council of the party from 2001 to 2021.
А. Abbasov, who throughout the years has made a valuable contribution to the development of Azerbaijani science, its recognition in the international arena, and successfully represented our country in the world, is currently a Full Member of the International Academy of Sciences, World Academy of Sciences (TWAS), International Informatization Academy and International Engineering Academy, Honorary Doctor of 5 foreign universities and member of the Institute of Electrical and Electronics Engineers (IEEE).
The main research activity of the internationally renowned scientist is focused on solving problems of information technology and control. The academician, who made a significant contribution to these fields, presented topological methods to increase the density of large and ultra-large integrated circuits, solved the problem of optimal placement and connection of elements on a chip. He proposed the problems connecting functional-topological structure of control systems in computer networks with the processes of their application, the problems of creating simulation models of distributed information systems and the integrity of distributed databases, theoretical and practical foundations of distributed intelligent systems. He also proposed distributed knowledge bases with fuzzy relational structure, creating decision-making systems and expert systems on their basis, adaptation methods in knowledge bases with a fuzzy structure and a mathematical model of an ideal knowledge base. Methods and algorithms of fuzzy search in large information networks, processing of natural language with small linguistic digital resources using Big Data and deep learning, including methods of machine translation, speech analysis and understanding in application to the Azerbaijani language were developed under the guidance of the scientist.
A.Abbasov headed the creation of Internet infrastructure in Azerbaijan. The academician was the executor and leader of the Republican Project of automated control systems, special purpose computer and information systems of national importance, republican coordinator of EARN and Internet networks, coordinator for Azerbaijan in NATO scientific committee, represented Azerbaijan in the Trans-European Research and Education Network Association (TERENA). During this time, he managed the projects "Development of scientific and educational Internet network", "Creation of distance education system in the Republic", "Virtual Silk Road", "Group of special talents" and other significant projects.
The outstanding scientist has achieved remarkable results, noted by the relevant UN structures, in accelerating the transition to the information society in Azerbaijan and the formation of the digital economy, application of new technologies, e-government solutions and development of broadband communication services and human resources in ICT. He managed the national and regional projects "Trans-Eurasian Super Information Highway", "Regional Innovation Zone", and "Azerspace-Telecommunications and Surveillance Satellites".
Engaged in educational activities along with scientific and scientific-organizational work, A.Abbasov has made a significant contribution to the integration of science and education, attracting young people to scientific research, training of highly qualified personnel. Under his supervision 25 dissertations for the degree of Doctor of Philosophy and 14 dissertations for the degree of Doctor of Science have been successfully defended. The academician is the author of more than 280 scientific works, including 16 monographs, 2 dictionaries, 7 textbooks, and 11 patents, the organizer of a number of international conferences held in our country, one of the chief editors of the scientific journal "Applied and Computational Mathematics" with a high impact factor (IF-7,4).
By order of President Ilham Aliyev in 2012, Academician A.Abbasov was awarded the Shokhrat Order for his effective work in the field of information and communication technologies in the Republic of Azerbaijan. He was also awarded the title of Honorary Doctor of the University of Pannonia, Moscow Power Engineering University, Odessa National Academy of Communications and the Belarusian State University of Informatics and Radioelectronics.
