
The 5th International Conference "Problems of Cybernetics and Informatics" (PCI`2023) has kicked off

The opening ceremony of the 5th International Conference "Problems of Cybernetics and Informatics" (PCI`2023) organized by the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan, Institute of Information Technologies and ADA University was held on August 28, 2023. The partners of the conference, which will run for three days, are the Ministry of Science and Education of the Republic of Azerbaijan, the Ministry of Digital Development and Transportation of the Republic of Azerbaijan and the Azerbaijan National Academy of Sciences.
Opening the event, General Director of ICS Academician Ali Abbasov touched upon the practical significance of the conference and noted that one of the priorities of the information society in the modern era, accompanied by rapid socio-economic and technological dynamics, is the development of cybernetics and informatics and overcoming the existing problems. Stressing the importance of the conference in this regard, the academician said that the main goal is to establish "public-private-academic" cooperation in the above-mentioned fields, to hold joint discussions with scientists of the world to solve problems, to apply modern methods and to identify new areas of scientific research.
A.Abbasov noted that despite the fact that at the end of the last century optimization and optimal control methods were used to solve problems in the field of management, in the modern era these methods do not contribute to the achievement of real results in the direction of problem solving. At present, such methods as adaptive control systems, fuzzy technologies, artificial intelligence technologies, network control systems, natural language processing are beginning to give real results in solving these problems.
The academician pointed out that based on the requirements of the time, mathematical, geographical, economic, political and cultural development in various fields is directly linked to the development of control systems, and spoke in detail about the development of industrial control systems, the improvement of airspace systems, the development of UAVs, the application of noise technology, and classical and digital methods of dynamic control systems.
Speaking about the fundamental scientific research carried out in the scientific institution headed by him over the last 70 years, the scientist informed the participants of the event about the main areas of the Institute's activities and further goals related to the development of control systems in the country, and spoke about the Special Design Bureau operating at the Institute.
At the end of his speech, A. Abbasov thanked the co-organizers for their support, expressed confidence that the event would make an important contribution to the development in the field of control and cybernetics, and wished the participants a successful conference.
Ulkar Sattarova, Chairperson of the Board of the Agency for Quality Assurance in Education of the Ministry of Science and Education of the Republic of Azerbaijan, who spoke next, touched upon the importance of the international conference devoted to topical issues and noted the support of the Ministry she represents for projects that can contribute to the development of science and education in the country. She noted that the renaming of the Ministry of Education last year into the Ministry of Science and Education on the basis of the relevant decree of the President of the Republic of Azerbaijan, as well as the subordination of a number of scientific institutions of ANAS, including the Institute of Control Systems, to the Ministry gave impetus to the restructuring of the country's science and education. Speaking about the current goals in this area, U. Sattarova expressed confidence that the conference will make an important contribution to the development of "public-private-academic" cooperation in the country and wished the participants a successful conference.
Then, Fariz Ismailzade, Executive Vice Rector of ADA University, speaking on behalf of the leadership of the university he represents, welcomed the participants of the event and noted that the three-day conference paves the way for international cooperation in solving the existing problems in the mentioned fields. Speaking about the role of ADA University in organizing the conference, F. Ismailzade talked about the work carried out there to train highly qualified personnel. He noted that at present the University's activities are expanding to attract young people to such topical fields of science as information technology engineering, electrical engineering, economics. Talking about effective cooperation ties between ICS and SINAM and ADA University in the field of science development in Azerbaijan, F. Ismayilzade talked about current priorities.
Professor of the Institute of Information and Computing Technologies of Kazakhstan, Corresponding Member of the National Academy of Sciences of the Republic of Kazakhstan Yedilkhan Amirgaliyev emphasized in his speech the importance of holding the conference in the Year of Heydar Aliyev. Talking of great leader Heydar Aliyev's contribution to establishment of scientific ties between Azerbaijan and Kazakhstan, the scientist said these ties continue to develop successfully in various areas. Touching upon memorandums of cooperation signed between the two countries, the scientist spoke about commercialization of science, establishment of international cooperation in topical fields of science. Speaking about the importance of the conference, which united the scientific community of the advanced countries of the world, Y. Amirgaliyev expressed confidence that the ICS will become the center of future international scientific cooperation.
Elchin Aliyev, Head of Laboratory at ICS, President of SINAM LLC, talked in his speech about the development of ICT in the country, support of activities of businesses and individuals, attraction of foreign investments and highly qualified personnel. Emphasizing that in the modern world success in any field is based on "public-private-academic" cooperation, the scientist noted the importance of the conference in this context. Talking of the tasks arising from the decree of the head of state on development of cybernetics and informatics, E.Aliyev spoke about the reconstruction work being done in the village of Agaly in Zangilan District, the "smart village" project aimed at improving living standards in the region.
Then, Secretary General of the Parliamentary Assembly of the Organization of the Black Sea Economic Cooperation (BSEC), Full Member of the Azerbaijan National Academy of Sciences Asaf Hajiyev spoke about the history of the international conference dedicated to the "Year of Heydar Aliyev" and held since 2006 in Baku, and thanked the leadership of the Institute for organizing the conference dedicated to topical problems again many years later. Talking of the work done in Azerbaijan on development of information technology, one of the most investment-oriented fields in the world, the scientist expressed confidence that the conference would give impetus to setting new priorities in the above-mentioned fields.
The conference then continued its work with plenary sessions and sections.
Note that leading scientists from Türkiye, Poland, USA, UK, Georgia, Russia, Germany, Ukraine, Romania, Lithuania, Bulgaria, Uzbekistan, Kazakhstan and other countries are participating in the event in hybrid format.
