International Conference ICR`2023 was held
31.10.2023 /The 8th International Conference "Interactive Collaborative Robotics" (ICR`2023), organized by the Institute of Control Systems (ICR) of the Ministry of Science and Education of the Republic of Azerbaijan, St. Petersburg Federal Research Center of the Russian Academy of Sciences and Wenzhou University, China, opened on October 26, 2023. The event, which is held in a hybrid format and will run for three days, was attended by the Institute's administration, representative of the Ministry of Science and Education of the Republic of Azerbaijan Samir Hamidov, PhD in Social Sciences, founder of the Azerbaijan Robotics Engineering Academy Rahman Rasulzade and invited guests.
Opening the event, General Director of ICS Academician Ali Abbasov touched upon the practical significance of the conference, noting that based on the requirements of the IV industrial revolution accompanied by global scientific and technological progress, the role of artificial intelligence in human life is growing day by day. Artificial intelligence technologies capable of replacing humans in various spheres of life include many areas such as natural language processing, machine learning, network management systems, pattern recognition. The academician noted that the main goal of the conference is to exchange views on the development of artificial intelligence technologies, their application in various fields and future prospects, bringing together scientists and specialists working in the advanced countries of the world in the field of collaborative robotics.
Speaking about fundamental scientific research on artificial intelligence and its application, conducted over the past 70 years in the scientific institution he heads, the scientist talked about important scientific results achieved in such areas as optimal control of complex dynamic systems by classical and numerical methods, signal processing theory, fuzzy control in socio-economic development, artificial intelligence and natural language processing. A.Abbasov talked about the development of intelligent control systems based on international standards such as SCADA on the basis of "Internet of Things", implemented in the Institute in accordance with the requirements of global technological challenges, natural language technologies based on artificial intelligence for languages with limited digital resources and potential projects.
At the end of his speech A. Abbasov thanked the co-organizers for their support and expressed confidence that the international conference will make an important contribution to the current scientific research in the field of artificial intelligence technologies, implementation of technology transfer and commercialization of innovations in the economy, wished everybody a successful conference.
Then Director of the St. Petersburg Federal Research Center of the Russian Academy of Sciences Prof. Andrey Ronzhin, DSc in Engineering, said in his speech that the ICR conference, held in leading countries of the world, successfully continues its work in Baku city in the post-pandemic period. Expressing gratitude to the co-organizers, the scientist thanked, in particular, the leadership of the Institute of Control Systems hosting the conference, which has world-class achievements in the field of control systems, automation, artificial intelligence technologies.
A. Ronzhin said that robotics opens the way in agriculture not only to the reduction of manual labor and ecologization of agriculture, but in general to sustainable and productive development of the agro-industrial complex. The solution of the state objectives of food security is directly related to the development of robotic agricultural machinery and digital technologies based on the application of artificial intelligence systems. He noted that conducting fundamental and applied research on the problems of digitalization of the agro-industrial complex and proactive environmental management has become a key direction in the development of science and economy.
Wishing the participants a successful conference, A. Ronzhin read out a letter from the Director of the Department for Coordination of Activities of Organizations in the Field of Agricultural Sciences of the Ministry of Education and Science of Russia, Corresponding Member of the Russian Academy of Sciences, Professor Vugar Bagirov to the participants of the conference.
Then, Elchin Khalilov, Visiting Professor of Wenzhou University, China, in his speech touched upon the significance of the conference in terms of holding joint discussions with scientists of the world to solve existing problems in the field of robotics, and noted that the main purpose of the conference is to share knowledge in the field of interactive collaborative robotics. Speaking about the role that artificial intelligence plays in improving the wellbeing of people and the development of various spheres, the scientist described the work on the implementation of artificial intelligence in various spheres carried out in the institution he represents, and spoke about the upcoming goals.
Principal Researcher of the Institute of Control Problems named after V.A. Trapeznikov of RAS Prof. Roman Meshcheryakov spoke about the importance of the conference, which united the scientific community of the world's leading countries, and about the development of robotics in the period of the IV industrial revolution, which meets modern challenges. Speaking about the existing scientific ties between the scientific institution he represents and the Institute of Control Systems, R. Meshcheryakov expressed confidence in the successful continuation of further scientific cooperation between them in the field of development of artificial intelligence technologies.
Rahman Rasulzade, founder of the Azerbaijan Robotics Engineering Academy (AREA), made a presentation and a video clip on "Robotics development trends". He noted that in the modern era, the developing artificial intelligence technologies applied in home, health, industry, army, science, education and various fields are replacing human labor. He talked about the engineering programs implemented in the institution he heads, stating that the main goal is to arouse interest in science and technology among teenagers and youth by demonstrating the real possibilities of robotics. Then, students from Anadolu Turkish Lyceum in Baku made a presentation of the project "Autonomous Controlled Lifeboat", aimed at protecting people on platforms during a fire.

The next day the conference continued with a plenary session and sections on the topics: "Sliding-mode Control of Phase Shift for Two-Rotor Vibration Setup", "Ground Mobile Robot Localization Algorithm Based on Semantic Information from the Urban Environment", "Remote Control Robotic System for the Perimeter Security", "Development of a Robot for Agricultural Field Scouting".
Within the framework of the conference, a round table on Advancements and Challenges of Science and Education in Azerbaijan and Russia" was held under the chairmanship of the Director of the St. Petersburg Federal Research Center of the Russian Academy of Sciences Professor Andrey Ronzhin.
First, Aminaga Sadigov, Executive Director of ICS, Corresponding Member of ANAS, spoke in detail about the history of robotics development in Azerbaijan. Noting that due to the requirements of the Fourth Industrial Revolution, attention is paid to the development of this sector at the state level, A.Sadigov talked about the Center for Analysis and Coordination of the Fourth Industrial Revolution operating under the Ministry of Economy of the Republic of Azerbaijan and STEP Academy, as well as about the work carried out in various scientific institutions of the country, including the Azerbaijan National Academy of Sciences, in the development of artificial intelligence. Touching upon the importance of the conference, which brings together scientists and specialists in the field of robotics in the advanced countries of the world, A.Sadigov talked about the goals and prospects in this field.

Trapeznikov of RAS Prof. Roman Meshcheryakov - "Information Technology, Artificial Intelligence and Control for Robotic Systems", Prof. Andrey Ronzhin - "Digital and Robotics Means for Education and Research".
Note that during the three-day conference 6 plenary sessions in 6 sections, 27 sectional papers and 1 round table were held. 33 papers presented at the international conference with the participation of leading scientists from Russia, Belarus, China, USA and other countries were published by Springer. As a result of the conference it was decided to develop the existing scientific ties between the mentioned countries, to organize similar conferences on topical issues, to conduct joint scientific research and to implement exchange programs.
