Joint meeting of the Science Councils of the Institute of Control Systems and Azerbaijan Technical University was held
22.02.2024 /On February 21, 2024, a joint meeting of the Science Councils of the Institute of Control Systems of the Ministry of Science and Education of the Republic of Azerbaijan and Azerbaijan Technical University (AzTU) was held. The event was attended by the boards of both research institutions, members of the Science Councils, employees of relevant laboratories and departments, and faculty members.
Opening the meeting, General Director of ICS Academician Ali Abbasov welcomed the guests and shared the agenda issues with the participants of the event.
Speaking on the issues arising from the "Memorandum of Understanding on Cooperation on Joint Implementation of Scientific Research Activities" signed between Azerbaijan Technical University and Institute of Control Systems on January 23, 2024, Rector of AzTU Professor Vilayat Veliyev noted that the projects to be implemented within the framework of the Memorandum will be aimed at integration of science and education in the country, will play an important role in the preservation and development of the existing scientific potential. Speaking about the upcoming goals in the development of cooperation between the two scientific institutions, the professor reviewed the issues arising from the main points of the Memorandum.
V. Veliyev informed the council members in detail about the structure of the scientific institution headed by him, main directions of activity, personnel potential, attraction of youth to science, international cooperation ties. The rector noted that about twelve thousand students are currently studying at the university at the Bachelor's, Master's and Doctoral levels, with a total of eight faculties, such as transport and logistics, energy and automation, mechanical engineering and robotics, information and telecommunication technologies, German engineering in specialties aimed at the development of industry in the country.
Emphasizing the importance of using international experience to improve the quality of education, the professor talked about the existing exchange and double degree programs between the world's leading institutions of higher education corresponding to the German concept, such as Istanbul Technical University, Gazi University, Ankara University.
The rector expressed confidence that identification of topical research areas aimed at the development of Azerbaijan's economy, conducting relevant scientific research and introducing it in industry, in particular, cooperation with such an advanced research institution as the Institute of Control Systems, which has a long history, in the directions of development of young personnel potential at Master's and Doctoral levels will give important results. Noting that the basic specialties taught at the university he heads correspond to the research areas of the Institute of Control Systems, such as artificial intelligence technologies, Internet of Things (IoT), robotics and others, the professor noted the importance of using the experience of ICS scientists in this area.
Then, General Director of ICS Academician Ali Abbasov spoke about the history and structure of the research institution he heads, the main areas of activity, such as theoretical and applied control problems, artificial intelligence technologies and studies of socio-economic systems, as well as fundamental scientific research. In accordance with the requirements of global technological challenges, the Institute is implementing such projects as the development of intelligent control systems based on international standards such as SCADA on the basis of the "Internet of Things", the development of a control system for special purpose unmanned aerial vehicles and the corresponding software, as well as the introduction of natural language technologies based on artificial intelligence for languages with limited digital resources. The academician spoke about the existing cooperation with local and international scientific organizations, bibliometric indicators of recent years, patents and grants received, as well as about research and development works implemented in production by the Special Design Bureau (SDB) operating at the Institute.
A.Abbasov informed the council members about international conferences and seminars, republican conferences and scientific sessions organized by ICS last year, and especially emphasized the importance of scientific session dedicated to the 100th birth anniversary of the National Leader Heydar Aliyev at the first presentation of virtual robots in Azerbaijan.
Emphasizing the importance of the "Memorandum of Understanding on Cooperation on Joint Implementation of Scientific Research Activities", A.Abbasov said it was signed within the framework of consistent measures taken in connection with the implementation of tasks arising from the Decree of President of the Republic of Azerbaijan Ilham Aliyev of July 28, 2022 "On Some Measures to Improve Management in the Field of Science and Education in the Republic of Azerbaijan". He noted that the main purpose of signing the memorandum is to develop cooperation between the two organizations on the basis of new mechanisms, exchange of personnel and experience, support for the development and financing of science.
At the end of his speech, A. Abbasov expressed confidence that the cooperation relations between ICS and AzTU, established in a new context, will make an important contribution to the conduct of relevant scientific research in the field of artificial intelligence technologies, implementation of technology transfer and application of the obtained important scientific results in industry.
Then, Professor Mehman Hasanov, Head of the Department of Radio Engineering and Telecommunications of AzTU, spoke on the joint training of bachelors in SABAH groups on the program of radio engineering and telecommunications engineering with the specialists of the Institute of Control Systems. He noted that one of the most important aspects of improving bilateral scientific ties between the mentioned enterprises is the development of young personnel potential.
Noting that Azerbaijan plays an active role in the implementation of transnational projects due to its favorable geographical and political location, M.Hasanov talked of the important role our country plays in the transfer of natural resources and technologies between Europe and Asia. Talking about the Azerbaijan Digital Hub program and the project of construction of an underwater optical line on the Aktau-Siyazan route, M.Hasanov stressed the importance of training young cadres in the field of radio and telecommunication engineering in the direction of development of Azerbaijani science and implementation of results in industry. He expressed confidence that the cooperation to be established with ICS in this field will give effective results in solving such problems as remote control of drones, ensuring information security through optical signals in free space, prevention of electromagnetic icing.
Then AzTU Vice-Rector for Science and Innovations Dr. Professor Subkhan Namazov and Acting Executive Director of ICS Elkhan Sabziev, DSc in Engineering, spoke on the issues of the agenda, and opinions on the topics were exchanged. In the course of discussions the tasks were voiced regarding the unification of research works conducted at AzTU in the field of telecommunication technologies and systems, Internet of Things in mechatronics and industry with corresponding research works conducted at ICS and the possibility of implementation of joint projects, as well as the selection of priority research areas for the announcement of AzTU internal "Grant Project Competition" and the implementation of projects of the conditions of the competition.
Then Head of the International Relations and Innovations Department of ICS Tofig Babayev, PhD in Engineering and Professor Subkhan Namazov spoke about international conferences to be organized by ICS in the current year, the prospects of development of cooperation between ICS and AzTU in this field were discussed.
The meeting also saw a broad exchange of views between the two institutions on the implementation of joint research, participation in grant projects, preparation of textbooks, teaching resources and other areas, and relevant decisions were made.
