3rd International Conference on Problems of Logistics, Management and Operation in the East-West Transport Corridor (PLMO 2024) was held

The 3rd International Conference on Problems of Logistics, Management and Operation in the East-West Transport Corridor (PLMO 2024) was held at the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan on May 15-17, 2024. Representatives of the Azerbaijani scientific community, as well as scientists and researchers from 14 foreign countries, including Poland, Bulgaria, USA, Hungary, India, Slovenia, Macedonia, Turkey, Ukraine, Belarus, China, Serbia, Georgia and Uzbekistan, attended the conference covering a wide geographical area.

The conference was held in a hybrid format. It was organized by the Institute of Control Systems, Silesian University of Technology of Poland, Azerbaijan Technical University and Institute of Electronics and Electrical Engineers (IEEE) with the support of the Ministry of Education and Science of the Republic of Azerbaijan, Ministry of Digital Development and Transport of the Republic of Azerbaijan, Guangzhou University of China, Institute of Information Technology and Shamakhi Astrophysical Observatory.

Speaking at the opening of the conference, General Director of the Institute of Control Systems Academician Ali Abbasov touched upon the importance of the international conference held within the framework of the "public-private-academic" cooperation model and aimed at addressing the issues of security, regulation and scientific and technical cooperation between the countries of the Middle Corridor, known as the Trans-Caspian International Transport Route. He stressed that the solution of scientific and technical problems in the context of digitalization of transport corridors and conflicts negatively affecting the development of economic ties between neighboring countries is one of the important issues facing the world scientific community.

Speaking about introduction of standards adopted between the countries having access to the corridors, A.Abbasov noted that in recent years Azerbaijan has been playing an active role in the implementation of transnational projects of international scale. He noted that the purposeful policy pursued by Head of State Ilham Aliyev in this field is important not only in terms of improving the infrastructure of the East-West transport corridor, but also for establishing trade ties between member states. In particular, he noted that the establishment of the Alyat Free Economic Zone in Azerbaijan, the construction of the Baku International Port, the development of the Azerbaijan Digital Hub program, the creation of high-speed computing and data centers and an optical information highway have contributed to the development of transport infrastructure in the region.

The academician emphasized the importance of improving the quality of the supply chain, digitalization of transport and implementation of UN standards in the Middle Corridor, TRACECA and SPECA countries. He spoke about the cooperation of the ICS with various local and international organizations, including the United Nations Economic Commission for Europe (UNECE), towards solving existing problems in the relevant area and noted that one of the bases of the working group of the EU4Digital program is located at the Institute.

At the end of his speech A. Abbasov thanked the co-organizers and wished the conference a successful work.

Then General Director of the Institute of Information Technology of the Ministry of Science and Education, Vice-President of ANAS, Academician Rasim Aliguliyev made a speech, noting that geopolitical processes taking place in the modern world, global challenges require a comprehensive approach to the problem of transportation. Speaking about the state policy being pursued in our country in the field of development of transport corridors, the academician noted that the activity of various research institutions in this field, including the Institute of Control Systems, is commendable.

Noting that Azerbaijan is geographically located at the crossroads of East-West and North-South transport corridors, R. Aliguliyev said development of transit potential is one of the main priorities of transport policy in terms of geopolitical security, economic development of the country and stabilization in the region, and spoke in detail about the upcoming goals.

Recalling that the year 2024 in our country is declared "The Year of Solidarity for a Green World", R. Aliguliyev noted that digital and green transformation is the basis of state policy in the modern era, that adaptation of transport infrastructure to green technologies gives a great impetus to the formation of a green society in the country.

Deputy Director of the State Agency for Science and Higher Education, Corresponding Member of ANAS, Professor Aminaga Sadigov noted in his speech that Azerbaijan is in the center of political and economic processes of global nature taking place in the world from the point of view of its geographical location, and that improvement of transport infrastructure in the region contributes to the comprehensive development of the country.

A.Sadigov emphasized the importance of the conference, which is held in our country on a regular basis to discuss the problems of logistics, management and operation of transport corridors by the scientific community and conduct joint scientific research in this field. Taking into account the role of science and education in solving the mentioned problems, the professor told about the practical measures being taken in the Ministry of Science and Education of the Republic of Azerbaijan towards training of highly qualified personnel in the field of transportation and logistics, about the established international relations of cooperation. Highly appreciating the activities of the ICS on the "public-private-academic" model, A. Sadigov spoke about the upcoming challenges in establishing international cooperation, application of scientific results in practice.

Major General Gulu Novruzov, head of the Academy of the State Customs Committee of the Republic of Azerbaijan, said holding these conferences dedicated to the 101st birthday of great leader Heydar Aliyev, which served to increase Azerbaijan's transit potential and turn it into the center of international transport network, was commendable. He talked in detail about the unprecedented contribution of national leader Heydar Aliyev to improving Azerbaijan's transport infrastructure and turning it into a center of international corridors. He noted Azerbaijan was not only the initiator of important projects for the region, but also the executor of such important international projects as Baku-Tbilisi-Ceyhan, Baku-Tbilisi-Kars railroad, talked of upcoming goals related to improvement of transport infrastructure.

Then, Head of the Transport Policy Department of the Ministry of Digital Development and Transport of the Republic of Azerbaijan Fariz Aliyev talked about Azerbaijan's role in the Middle Corridor, transport infrastructure projects implemented in the country for the development of the corridor, including such projects as Baku-Tbilisi-Kars and Baku International Sea Trade Port. He informed about the work done to improve operational processes to ensure stability of the supply chain, simplification of border crossing procedures, wider application of digital solutions in transport and significant increase in the volume of transit cargo transportation. F.Aliyev also talked of the achievements made as a result of the state policy towards turning Azerbaijan into a regional transit and trade hub, as well as measures taken towards joint cooperation with countries along the corridor.

Then, the representative of Silesian University of Technology of Poland, Editor-in-Chief of the international scientific journal "Transport Problems", Professor Alexander Sladkowski talked about the importance of the conference, which brings together scientists and specialists from different countries to discuss the problems of logistics, management and operation of transport corridors. He noted that currently one of the challenges facing the global scientific community is to identify and eliminate problems associated with the impact of political, economic, cultural and environmental factors in the operation of various transportation corridors. Speaking about the existing effective cooperation in this direction between the research institution he represented and the Institute of Control Systems, the scientist noted the future priorities.

Then the conference continued its work with plenary sessions and sections. At the plenary session, presentations were made by Advisor of ANAS, Academician Telman Aliyev on "Ways to ensure security of East-West transport corridor using intelligent technologies and systems" and Professor Valery Virkovski on "History and principle of transport corridor digitalization in Eurasia".

The three-day conference concluded with a section and closing ceremony at the Shamakhi Astrophysical Observatory. Alexander Sladkowski, Marcin Szczepanek, Andrzej Czerepicki, Grzegorz Kubica and Fazil Ismailov spoke at the section. General Director of the Shamakhi Astrophysical Observatory, Corresponding Member of ANAS, Doctor of Physics and Mathematics Namig Jalilov and Acting Executive Director of the Institute of Control Systems, Doctor of Engineering Sciences, Associate Professor Elkhan Sabziev spoke at the closing of the conference. In their speeches it was pointed out that discussion of such topics as digitalization of transport corridors, solution of scientific, technical and organizational problems, investment issues in the supply chain, introduction of UN standards in freight transportation by scientists from all corners of the world in the course of the conference will contribute to overcoming the existing difficulties.

Note that a total of 154 papers were submitted to the international conference, 89 of which were accepted. Selected papers are to be made available in the IEEE Xplore electronic library.
