Regular meeting of the Science Council of the Institute of Control Systems was held

A regular meeting of the Science Council of the Institute of Control Systems of the Ministry of Education and Science of the Republic of Azerbaijan was held on December 20, 2024. The meeting was attended by the administration of the institute, members of the council, heads of departments and laboratories, scientists and specialists.

Opening the meeting, General Director of ICS, Chairman of the Science Council Academician Ali Abbasov brought to the attention of the participants the issues on the agenda of the event.

Speaking on the first topic of the agenda, A. Abbasov presented a report on scientific and scientific-organizational activities of the Institute for 2024. The academician spoke in detail about the work done in the main research areas, such as theoretical and applied control problems, artificial intelligence technologies and study of socio-economic systems.

The scientist detailed the important scientific results obtained in the current year and provided extensive information on such issues as noise technology-based diagnostics of latent stages of accidents that may occur at facilities where production is carried out by means of SRPU and EDN devices, development of methods for solving problems of inverse and optimal control of dynamic objects, as well as problems solved using artificial intelligence methods, including the development of an artificial neural network that recognizes authorship of texts. He reported that these results are indexed in prestigious international databases such as Web of Science and Scopus.

A.Abbasov spoke about the development of intelligent control systems based on international standards such as SCADA based on the Internet of Things, implemented in accordance with the requirements of global technological challenges, onboard computer of special-purpose drones, flight controller, special communication, flight control system and related software, natural language technologies based on artificial intelligence for languages with limited digital resources and their applications, and other potential projects. He said the above-mentioned projects were successfully implemented within the framework of “Public-Private-Academic” cooperation in various fields in such government agencies as the Ministry of Defense Industry of the Republic of Azerbaijan, State Oil Company of the Republic of Azerbaijan, State Examination Center and others. The scientist also talked about the research works of the Cybernetics Special Design Bureau operating at the Institute, which were implemented in production this year.

Presenting information on patents and grants awarded, the competition of research programs of ANAS and MSE of the Republic of Azerbaijan for 2024 "KARABAKH IS AZERBAIJAN!" of the Azerbaijan Science Foundation, the academician noted that 7 winning grant projects in the competition of the Science Foundation of the State Oil Company of the Republic of Azerbaijan have been completed and 3 projects are ongoing.

Talking about the work done in the direction of integration of science and education and personnel training, the scientist said that the Institute has doctoral and dissertation levels for preparation of Doctors of Science and PhDs. A.Abbasov noted that in 2024, 2 dissertations for the degree of Doctor of Science and 5 dissertations for the degree of PhD were successfully defended in the ED 1.19 and ED 1.20 Dissertation Councils.

Reporting on scientific publishing activity, A.Abbasov said that 369 scientific works, of them 200 articles (29 in Web of Science and 49 in Scopus bases), 157 abstracts, 1 book (abroad), 4 textbooks and 4 monographs by employees of the Institute had been published in 2024, about 3000 references to their works had been made.

A.Abbasov also spoke in detail about awards and prizes received this year, expansion of cooperation with local and international scientific institutions, conferences and seminars organized at the Institute, bibliometric indicators for the past 5 years. He spoke in detail about 8 international conferences, 1 international seminars, 1 Republican conference and 1 scientific session organized by the Institute.

The head of the Institute told about the work on popularization of science, noted the positive dynamics of development of the website www.isi.az in the current year.

Then the representative of the Division of Physical, Mathematical and Technical Sciences of ANAS, Executive Director of Shamakhi Astrophysical Observatory of the Ministry of Science and Education of the Republic of Azerbaijan, Professor Nariman Ismayilov spoke, praising the topical, practically important research conducted at the Institute and meeting the demands of the modern era, important cooperation relations established with prestigious institutions of the world and future-oriented priority research areas of the Institute. Having positively evaluated the report, the scientist wished the staff of the Institute success in the next year.

Advisor of ANAS Academician Telman Aliev in his speech also highly evaluated the presented report on scientific and scientific-organizational activity of ICS in the current year and voiced his proposals.

The report was then extensively discussed and opinions and suggestions were voiced, an open vote was taken and the report was unanimously approved.

Then acting Executive Director of ICS Doctor of Engineering, Associate Professor Elkhan Sabziev spoke on the issue of awarding the academic title of Professor to Associate Professor Polad Heydarov. E. Sabziev informed that the commission established by the order of the director of the Institute at the meeting on December 3, 2024, considered the submitted documents on awarding the academic title of Professor to Polad Heydarov for his scientific activity, confirmed their compliance with the requirements of the Higher Attestation Commission under the President of the Republic of Azerbaijan on awarding the academic title of Professor, and recommended to raise the issue of petition in the Science Council.

After discussing the topic, the members of the Council formed a committee headed by Head of ICS Laboratory Doctor of Mathematics Ilgar Mammadov, held a secret ballot and decided to submit a petition to the Higher Attestation Commission to award the title of Professor to Associate Professor Polad Heydarov.
