The 4th International Conference on Logistics, Management and Operation in the East-West Transport Corridor concluded its work

On May 16, 2025, the regular session and final meeting of the 4th International Conference on Logistics, Management and Operations in the East-West Transport Corridor (PLMO 2025) were held at Azerbaijan Technological University in Ganja. The event was attended by Rector of Azerbaijan Technological University Yashar Omarov and faculty, Acting Executive Director of the Institute of Control Systems of the Ministry of Science and Education of the Republic of Azerbaijan, Doctor of Technical Sciences, Associate Professor Elkhan Sabziyev, delegation and foreign guests.
 
 
First, the national anthem of the Republic of Azerbaijan was played. A minute of silence was observed to honor the cherished memory of the national leader of the Azerbaijani people, great personality Heydar Aliyev and the martyrs who bravely fought and gave their lives for territorial integrity of the country.
 
 
Rector of Azerbaijan Technological University Yashar Omarov then welcomed the guests and touched upon the importance of the international conference aimed at addressing safety, regulatory and scientific and technical issues between the countries of the Middle Corridor, known as the Trans-Caspian International Transport Route. He noted that holding the final session and closing of this prestigious conference, the opening ceremony of which was held in Baku, in Ganja is of great importance for the development of local and international cooperation ties.
 
 
Pointing out that Azerbaijan is geographically located at the intersection of East-West and North-South transport corridors and is in the center of global economic and political processes happening in the world, Y.Omarov stressed the importance of developing transit potential in terms of geopolitical security of the country, economic development, establishment of stability in the region by utilizing this advantageous position. He said that this corridor, which starts in China, passes through Central Asian countries and then extends to Azerbaijan, Georgia, Türkiye and other European countries, is currently the shortest and most convenient transportation corridor connecting Asia and Europe. He noted the importance of the Baku-Tbilisi-Kars railroad as part of the Middle Corridor, which allows for faster and more efficient transportation of goods compared to the alternative Northern Corridor. He noted that this corridor has become an integral part of the “One Belt, One Road” economic development strategy announced by the People's Republic of China and supported by a number of leading countries, including Azerbaijan.
 
 
Noting that international transport corridors are an integral part of economic life and sustainable development of national states, the rector talked of practical measures taken to improve transportation infrastructure of our country. Stating that the transport strategy laid down by Great Leader Heydar Aliyev is being successfully continued at present, Y.Omarov noted that “Action Plan for 2024-2026 to increase transit potential of international transport corridors passing through the territory of the Republic of Azerbaijan and stimulate transit cargo transportation” approved by the President of the Republic Mr. Ilham Aliyev plays a decisive role in eliminating existing problems in transport corridors running through the territory of the country and determining the measures to be taken to improve the transport infrastructure of the country.
 
 
Mentioning that one of the main topics of the international conference is “Education in the transport industry”, the rector talked in detail about the work done at Azerbaijan Technological University to train highly qualified personnel in the field of transport, and provided information about the possibilities of active cooperation with private and state institutions, international relations and educational exchange.
 
 
At the end of his speech Y. Omarov thanked the co-organizers, especially Academician Ali Abbasov, General Director of the Institute of Control Systems of the Ministry of Science and Education of the Republic of Azerbaijan, for their support and expressed confidence that the conference would play an important role in the development of future cooperation ties between the above-mentioned institutes in various fields.
 
 
Then, Academician Ali Abbasov, General Director of the Institute of Control Systems (ICS), spoke in the online format, touching upon the importance of the international conference aimed at addressing safety, regulatory and scientific and technical issues between the countries of the East-West transport corridor. He said the main purpose of the conference, dedicated to the 90th birthday of ANAS Advisor, Academician Telman Aliev, is to bring together representatives of research institutions, universities, international organizations, public and private sectors to discuss existing scientific and practical problems in the East-West transport corridor and develop international cooperation ties. At the plenary session of the conference it was noted that the scientific world received with great interest Academician Telman Aliev's presentation on the scientific results obtained on the basis of application of the new noisy signal theory proposed for early diagnosis and protection of strategic objects.
 
 
А. Abbasov noted that this conference provided great support not only to the solution of scientific and technical problems in the East-West transport corridor, but also to the work carried out in the geopolitical sphere in the region. Noting that in recent years Azerbaijan has played an active role in the implementation of transnational projects of international scale, the academician talked of the targeted policy currently pursued by the head of state to improve transport infrastructure and establish trade ties between member states. Talking in detail about the results of the official visit of the President of the Republic of Azerbaijan Mr. Ilham Aliyev to the People's Republic of China in terms of improvement of transport infrastructure, A. Abbasov talked of the tasks facing the world scientists in this regard. Noting that the next step of “One Belt, One Road” economic development strategy is digitalization of transport corridors, the scientist stressed that solution of scientific and technical tasks in terms of development of economic ties between border countries and elimination of existing conflicts is one of the important challenges facing the world scientific community.
 
 
А. Abbasov talked about the cooperation between ICS and various local and international organizations, as well as megaprojects being implemented to overcome the existing scientific and technical problems in the development of the country's transport infrastructure. Commending the educational policy implemented at Azerbaijan Technological University in terms of developing the potential of highly qualified personnel in the field of transport, the academician expressed confidence that cooperation ties between the two institutions will be further developed in this direction for the implementation of joint projects, and expressed gratitude for the support provided.
 
 
Then Professor Aleksander Sładkowski, representative of the Silesian University of Technology in Poland and Editor-in-Chief of the international scientific journal “Problems of Transport”, spoke about the significance of the conference, which brought together scientists and specialists from around the world, and thanked the co-organizers. He noted that at present the identification and elimination of problems arising due to various factors in the use of transport corridors is one of the main tasks facing the world scientific community. In this regard, the scientist talked about the existing fruitful cooperation between Silesian University of Technology in Poland, Institute of Control Systems and Tashkent State Transport University in Uzbekistan, expressed confidence that the exchange of education and experience between the university he represents and Azerbaijan Technological University will yield positive results, and outlined future priorities. The scientist also provided information about the 17th International Conference on Transport Problems dedicated to the 80th anniversary of Silesian University of Technology in Poland, which will be held in Katowice (Poland) on June 25-27, 2025, and outlined the upcoming goals.
 
 
At the final session, Professor Rustam Rahimov, Head of the Railcars and Railcar Management Department of the Tashkent State Transport University of Uzbekistan, made a presentation on “Passenger cars of increased capacity for the railroads of the Republic of Uzbekistan”, and Associate Professor of the Machine Building and Logistics Department of the Azerbaijan Technological University Shahin Guliyev made a presentation on “The importance and prospects of Azerbaijan in the East-West transport corridor”.
 
 
This concluded the international conference.
