Academician Ali Abbasov: “Practical measures are being taken in Azerbaijan to develop artificial intelligence policy and expand the model of public-private-academic cooperation.”

The above remark was made by Ali Abbasov, General Director of the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan, at the opening ceremony of the 6th International Conference on Problems of Cybernetics and Informatics (PCI 2025), held at the ICS on August 26, 2025.

Touching upon the practical importance of the conference, the academician noted that one of the priorities of the information society in the modern era, accompanied by rapid socio-economic and technological dynamics, is the development of cybernetics and informatics and overcoming existing problems. In this regard, A. Abbasov emphasized the significance of the conference, which was first held at the Institute of Cybernetics (now the Institute of Control Systems) in 1998, and stated that its main goal is to establish cooperation in relevant areas, hold joint discussions with world scientists to solve problems, apply modern methods, and identify new areas of scientific research.

The academician noted that although optimization and optimal control methods were used at the end of the last century to solve control problems, the challenges facing this field today are changing rapidly, so these methods are no longer as effective. Currently, methods such as artificial intelligence technologies, network control systems, and natural language processing are beginning to yield real results in solving these problems.

A.Abbasov noted that the research areas of the regularly held international conference are being modernized in line with developments in the fields of cybernetics and computer science. He noted that it is no coincidence that a significant part of the conference topics are devoted to various areas of application of artificial intelligence (AI) technologies, such as computing resources and mathematical modeling. It is precisely in the modern period that the rapid development of artificial intelligence technologies is leading to significant changes in political, economic, and social structures. The development of AI has become an integral part of complex control systems, playing a significant role in optimizing decision-making processes, analysis, and automation of large amounts of data.

Noting that about 67% of the world's population are Internet users, the academician pointed out that in our country this figure is 90%. He stated that the basis for this development is the targeted policy implemented by the head of state. He noted that in recent years, the Republic of Azerbaijan has entered a new stage of development, and one of the reforms implemented in this direction was the approval in January this year of the “Concept of Digital Development in the Republic of Azerbaijan,” and in March, the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028.” According to the strategy, as part of the measures to be implemented in 2025-2028, the initial stage will focus on improving artificial intelligence management, formulating artificial intelligence policy, and expanding the model of “public-private-academic” cooperation.

At the end of his speech, A. Abbasov thanked the co-organizers for their support, expressed confidence that the conference would make a significant contribution to the development of control and cybernetics, and wished the conference success in its work.
