
Academician Rasim Aliguliyev: “Like advanced countries around the world, Azerbaijan pays special attention to creating a digital society”

This remark was made by Vice-President of ANAS, Chairman of the Academic Council of DPMTS, General Director of the Institute of Information Technology of the Ministry of Science and Education of the Republic of Azerbaijan, Academician Rasim Aliguliyev, at the opening ceremony of the 6th International Conference “Problems of Cybernetics and Informatics” (PCI 2025), held at ISU on August 26, 2025.
Welcoming the participants on behalf of the President of ANAS, Academician Isa Gabibbeyli, R. Aliguliyev spoke about the history of the conference, which has been held regularly in Baku since 1998. He noted that the inclusion of materials from the conference in the IEEE Xplore electronic library and their indexing in international databases is highly commendable. He noted that the conference is a high-level platform for presenting the achievements of Azerbaijani science in this field.
Noting that it is no coincidence that the main topics of the conference are related to the application of artificial intelligence (AI) technologies and methods, the academician spoke about the work being done to develop this field in our country. He noted that the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028” and the “Concept of Digital Development in the Republic of Azerbaijan” approved this year by the President of the Republic of Azerbaijan Ilham Aliyev are a clear indication of the special attention paid to the creation of a digital society in Azerbaijan, as in various advanced countries around the world.
Speaking about the history of the emergence and development of this interdisciplinary field in our country, the scientist spoke in detail about the exceptional contributions of ANAS advisor Academician Telman Aliev, Academician Ali Abbasov, Corresponding Member of ANAS Professor Gorkhmaz Imanov, and Corresponding Member of ANAS Professor Kamil Ayda-zade in the application of AI in various fields.
Noting that the widespread use of artificial intelligence technologies in various spheres of society creates new, phenomenal realities, R. Aliguliyev spoke about the upcoming challenges, as well as the positive results. He voiced his proposals for promoting this research on a global scale and educating society.
At the end of his speech, R. Aliguliyev thanked the leadership of the ICS for organizing this important international conference and spoke about the challenges facing the global scientific community in the development of cybernetics and informatics.
