
The Institute of Control Systems hosted the PCI 2025 international conference

The 6th International Conference on Problems of Cybernetics and Informatics (PCI 2025) was held on August 26, 2025, at the Institute of Control Systems of the Ministry of Science and Education of the Republic of Azerbaijan (ICS). The conference was organized by the Institute of Control Systems of the Ministry of Science and Education of the Republic of Azerbaijan, the Institute of Information Technology of the Ministry of Science and Education of the Republic of Azerbaijan, Ege University of Türkiye, the V.M. Glushkov Institute of Cybernetics of Ukraine, the Institute of Information and Computing Technologies of Kazakhstan, and the University of Thessaly of Greece.
The event was opened by ICS General Director Academician Ali Abbasov, who welcomed the guests and touched upon the practical importance of the conference focused on topical problems. He noted that one of the priorities of the information society in the modern era, accompanied by rapid socio-economic and technological dynamics, is the development of cybernetics and informatics and overcoming existing problems. In this regard, A. Abbasov emphasized the significance of the conference, which was first held at the Institute of Cybernetics (now the Institute of Control Systems) in 1998, and stated that its main goal is to establish cooperation in relevant areas, hold joint discussions with world scientists to solve problems, apply modern methods, and identify new areas of scientific research.
The academician noted that although optimization and optimal control methods were used at the end of the last century to solve control problems, the challenges facing this field today are changing rapidly, so these methods are no longer as effective. Currently, methods such as artificial intelligence technologies, network control systems, and natural language processing are beginning to yield real results in solving these problems.
- Abbasov noted that the research areas of the regularly held international conference are being modernized in line with developments in the fields of cybernetics and computer science. He noted that it is no coincidence that a significant part of the conference topics are devoted to various areas of application of artificial intelligence (AI) technologies, such as computing resources and mathematical modeling. It is precisely in the modern period that the rapid development of artificial intelligence technologies is leading to significant changes in political, economic, and social structures. The development of AI has become an integral part of complex control systems, playing a significant role in optimizing decision-making processes, analysis, and automation of large amounts of data.
Noting that about 67% of the world's population are Internet users, the academician pointed out that in our country this figure is 90%. He stated that the basis for this development is the targeted policy implemented by the head of state. He noted that in recent years, the Republic of Azerbaijan has entered a new stage of development, and one of the reforms implemented in this direction was the approval in January this year of the “Concept of Digital Development in the Republic of Azerbaijan,” and in March, the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028.” According to the strategy, as part of the measures to be implemented in 2025-2028, the initial stage will focus on improving artificial intelligence management, formulating artificial intelligence policy, and expanding the model of “public-private-academic” cooperation.
At the end of his speech, A. Abbasov thanked the co-organizers for their support, expressed confidence that the conference would make a significant contribution to the development of control and cybernetics, and wished the conference success in its work.
Then Vice-President of ANAS, Chairman of the Academic Council of DPMTS, General Director of the Institute of Information Technology of the Ministry of Science and Education of the Republic of Azerbaijan, Academician Rasim Aliguliyev took the floor and welcomed the participants on behalf of ANAS President, Academician Isa Gabibbeyli. Speaking about the history of the conference, which has been held regularly in Baku since 1998, the scientist noted that the inclusion of materials from the conference in the IEEE Xplore electronic library and their indexing in international databases is highly commendable. He noted that the conference is a high-level platform for presenting the achievements of Azerbaijani science in this field.
Noting that it is no coincidence that the main topics of the conference are related to the application of artificial intelligence (AI) technologies and methods, the academician spoke about the work being done to develop this field in our country. He noted that the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028” and the “Concept of Digital Development in the Republic of Azerbaijan” approved this year by the President of the Republic of Azerbaijan Ilham Aliyev are a clear indication of the special attention paid to the creation of a digital society in Azerbaijan, as in various advanced countries around the world.
Speaking about the history of the emergence and development of this interdisciplinary field in our country, the scientist spoke in detail about the exceptional contributions of ANAS advisor Academician Telman Aliev, Academician Ali Abbasov, Corresponding Member of ANAS Professor Gorkhmaz Imanov, and Corresponding Member of ANAS Professor Kamil Ayda-zade in the application of AI in various fields.
Noting that the widespread use of artificial intelligence technologies in various spheres of society creates new, phenomenal realities, R. Aliguliyev spoke about the upcoming challenges, as well as the positive results. He voiced his proposals for promoting this research on a global scale and educating society.
At the end of his speech, R. Aliguliyev thanked the leadership of the ICS for organizing this important international conference and spoke about the challenges facing the global scientific community in the development of cybernetics and informatics.
Then, the Deputy Director of the State Agency for Science and Higher Education under the Ministry of Science and Education of the Republic of Azerbaijan, Acting Rector of Sumgait State University, Professor Aminaga Sadigov, spoke about the importance of the conference, which has been held regularly at the international level since 2006 under the leadership of Academician Telman Aliyev, and recalled its positive results on a global scale. Considering the conference's focus on current topics, the scientist noted that solving existing problems in the field of cybernetics and informatics currently contributes to economic, political, and social development in various advanced countries around the world.
Speaking about the importance of organizing such conferences, which cover a wide geography, bring together influential scientists from around the world, and contribute to the establishment of scientific ties, A. Sadigov spoke about the existing difficulties and shortcomings in this area. Speaking about the special attention that his ministry pays to the organization of international conferences, the scientist spoke about current needs and upcoming tasks.
Professor Boris Mordukhovich from Wayne State University (USA) spoke about his long-standing close cooperation with the Institute of Control Systems. Recounting his first visit to the Institute of Cybernetics (now the Institute of Control Systems) at the end of the last century at the invitation of Academician Telman Aliev, B. Mordukhovich shared his memories of Azerbaijan and spoke about the important scientific results achieved in joint research with our colleagues in the field of applied mathematics and optimal control.
Noting that the boundaries of Azerbaijani science have expanded in recent years, the scientist said that the successes achieved in the field of mathematics and informatics in our country are admirable. Emphasizing the importance of the conference, which highlights priority topics, B. Mordukhovich expressed his gratitude to the leadership of the ICS.
Then, Professor Orken Mamyrbayev of the Institute of Information and Computing Technologies of Kazakhstan spoke about establishing international cooperation for the development of world science, attracting young researchers to current scientific fields, and commercializing scientific developments. Speaking about the successful long-term cooperation between his institute and ICS, the scientist outlined goals for the future.
Then Abzhetdin Adamov, Professor at the International Institute of Electrical and Electronics Engineers (IEEE) and Dean of the Faculty of Information Technology and Engineering at ADA University, spoke, emphasizing the importance of holding international conferences aimed at solving existing problems in relevant fields. He noted that the IEEE's support for the PCI 2025 conference and the inclusion of conference proceedings in the IEEE Xplore electronic library as a result of fruitful cooperation with ICS is a very important achievement.
- Adamov spoke in detail about the history and current areas of activity of the IEEE, founded in the United States in 1884 (AIEE — American Institute of Electrical Engineers), which has historical roots associated with such respected scientists as Thomas Edison, Alexander Graham Bell, and Nikola Tesla, and which celebrated its 140th anniversary last year. He also outlined goals for the future. The conference continued with plenary sessions and sections. The plenary session featured presentations of the following papers: “Analysis of Ellipsoidal Methods for Non-Smooth Optimization Problems” by Professor Petro Stetsyuk, “Nanosatellite Attitude Estimation and In-Orbit Sensor Calibration Using Only Kinematic Relations” by Professor Chingiz Hajiyev, and “Artificial Intelligence and Medical Systems in Biology” by Professor Orken Mamyrbayev.
