
An event dedicated to Victory Day was held at the Institute of Control Systems

An event dedicated to the 5th anniversary of the Victory Day was held at the Institute of Control Systems (ICS) of the Ministry of Science and Education of the Republic of Azerbaijan. The event was attended by the Institute's administration, heads of departments and laboratories, scientists and specialists.
At first, a minute of silence was observed to honor the memory of the martyrs who perished in the valiant struggle for the territorial integrity of Azerbaijan. Then a video about the historical moments of the 44-day Patriotic War prepared by ICS employees was shown.
General Director of ICS Academician Ali Abbasov opened the meeting and congratulated all Azerbaijanis of the world on the Victory Day.
The academician spoke about the glorious history of the Second Karabakh War for the liberation of the occupied lands under the leadership of the Supreme Commander-in-Chief of the Armed Forces of the Republic of Azerbaijan in response to another provocative military aggression of Armenia, which started on September 27, 2020. He noted that as a result of counteroffensive operations carried out over 44 days, Jabrayil, Fizuli, Zangilan, Gubadli, and Shusha were liberated from enemy occupation, and according to the trilateral statement signed on November 10, Armenia was forced to return the occupied part of Agdam District, Kalbajar District, and Lachin District without a fight.
Speaking about successful counterterrorism operations that resulted in the complete restoration of our sovereignty in the post-war period, the academician noted that as a result of local counterterrorism measures carried out by the Azerbaijani army on September 19-20, 2023, our country's sovereignty was fully restored. After the operation, which lasted only 23 hours and 43 minutes, the tricolor Azerbaijani flag was raised in Khankendi, Khojaly, Aghdara, Khojavand, and Askeran, and the territorial integrity of our country was fully restored.
The Karabakh War was one of the most important victories in world history in recent years, and the academician emphasized that this victory was made possible by the visionary policies of the head of state, Mr. Ilham Aliyev, and the determination of the Azerbaijani army. Noting that as of October 21, 2022, 2,908 military personnel and 100 civilians had been killed, 6 were missing, and 12 were prisoners of war, A. Abbasov said that the cherished memory of the martyrs who gave their lives for their homeland will always live in the hearts of every Azerbaijani, and he paid his respects to the memory of our martyrs.
Speaking about state policy and building work carried out in the military-political, economic, technological, and cultural spheres under the leadership of the head of state after the victory in Karabakh, A. Abbasov noted that the successes achieved on the battlefield are based on modern technologies that meet the requirements of the era. Speaking about the challenges facing the Azerbaijani scientific community in this direction, the academician brought up the ideas voiced by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, at the meeting dedicated to the 80th anniversary of the Azerbaijan National Academy of Sciences (ANAS) on November 3 this year. Noting that the development of any country is based on the intellectual potential, technological and scientific development of society, the head of state stressed that technological development is currently a top priority for Azerbaijan's progress and outlined the tasks facing the country's scientific community in this regard.
Calling the Second Karabakh War both a Great Technological War written into global military policy as a doctrine, the scientist noted that the use of unmanned aerial vehicles (UAVs) in combat operations is highly valued by domestic and foreign military experts. He noted that in his speech, the head of state, who spoke about the use of unmanned aerial vehicles in the Second Karabakh War, which has been studied in many international military universities, stated that the basis for the use of UAVs in modern warfare was laid by our country and that work is currently ongoing to develop this area.
Overall, the head of state noted that government agencies and the scientific community should focus on a model of “public-private-academic” cooperation for the development of Azerbaijani science and the implementation of scientific results in various industries. He also spoke about the targeted state policy being implemented to develop Azerbaijani science.
After detailing the important points raised by the head of state regarding the development of cybersecurity and artificial intelligence in Azerbaijan, A. Abbasov noted that the widespread use of cyberattacks in various areas requires special attention in the development of this sphere. After all, cybersecurity is not only virtual security, but also the physical security of every country. In the modern era, when digitalization is rapidly developing in the land, water, air, space, and cyber spheres, he spoke about the importance of cybersecurity in protecting these systems. It is in this field that our country is currently establishing cooperation with international partners and companies with extensive experience, taking practical measures for joint activities between government agencies and the scientific community of Azerbaijan in the field of cybersecurity, and digitalization is being widely applied.
Speaking about the long-term work carried out at ICS to implement the tasks outlined by the head of state in his speech, A. Abbasov discussed ongoing research in the field of military applications of artificial intelligence technologies, such as intelligent decision-making, intelligent recognition and natural language processing (NLP), recognition problems in aerospace information processing, the development of an on-board computer, flight controller, special communications, flight control system, and related software for special-purpose unmanned aerial vehicles, and other potential projects. He noted that the above-mentioned projects are already being successfully implemented in various fields in state institutions as part of public-private-academic cooperation. In this regard, A. Abbasov spoke about the work being carried out as part of the cooperation between ICS and SINAM LLC, the startups Robotroniks and IntelPro, and outlined the tasks ahead.
Other speakers were Prof. Knyaz Mammadov, DSc in Mathematics, Assoc. Prof. Fahrad Pashayev, DSc in Engineering, Assoc. Prof. Alekper Akhundov, PhD in Mathematics, Assoc. Prof. Aygun Aliyeva, PhD in Economics, who spoke about the glorious history of the war and shared their memories of Karabakh.
