The first meeting of the Scientific Council of the Institute of Mathematics was held

The first meeting of the Scientific Council for the year 2026 was held at the Institute of Mathematics of the Ministry of Science and Education of the Republic of Azerbaijan on March 13, 2026. The meeting was attended by the institute's administration, scientists, heads of laboratories, and researchers.

The meeting was opened by the Acting Director of the Institute of Mathematics and Deputy Director Elkhan Sabziev, DSc in Engineering, who presented the agenda items to the participants. It was stated that consistent measures are being implemented to organize scientific activities more efficiently, expand researchers’ opportunities, and improve institutional management. At the same time, developing the scientific environment further and expanding international scientific relations were highlighted as priority areas for the institute's leadership.

Then, information was provided regarding the composition of the institute's Scientific Council. It was noted that the Scientific Council plays a vital role in directing the institute's scientific activities, making strategic decisions, and evaluating scientific projects. The scientific potential and experience of the Council members are considered essential for the implementation of the institute's development strategy.

One of the key items on the meeting’s agenda was the discussion of plans for scientific research work to be carried out in the institute’s laboratories in 2026. Within this framework, the main priorities for fundamental and applied research across various fields were established. It was stated that the planned research is expected to be focused on solving modern mathematical problems, developing new theoretical approaches, and publishing scientific results in international journals.

The meeting also discussed the activities of the dissertation councils and their future directions. Regarding this matter, Elkhan Sabziev provided detailed information on the organization of dissertation defenses, the improvement of scientific supervision mechanisms, and the support of doctoral students' research activities.

The organization of scientific conferences to be held at the institute in 2026 was also a focus of the meeting. Head of the International Cooperation Sector, Tofig Babayev, PhD in Engineering, provided information on planned scientific events for the upcoming period, the involvement of international participants, and the status of preparations. It was noted that these conferences will significantly contribute to the institute’s recognition in the international scientific community and the expansion of scientific cooperation.

Another item on the agenda was the continued operation of the scientific journals published by the institute. It was stated that efforts will continue toward representing the journals in international indexes, increasing the quality of scientific articles, and improving editorial activities.

The meeting, also discussed the approval of the institute’s annual work plan for 2026. The plan involves important issues such as the organization of scientific research activities, participation in international projects, holding scientific events, and supporting young scientists.

One of the important innovations discussed was the transition to an electronic document management (EDM) system at the institute. It was noted that the implementation of this system will enable more prompt and transparent document management. Additionally, the appointment of responsible persons for the system and the awareness-raising of employees in this regard are planned.

The projects submitted to the "Uzbekistan–Azerbaijan" Joint International Scientific Contest were also discussed at the meeting. Elkhan Sabziev provided information on the scientific significance of the projects, opportunities for international cooperation, and prospective results.

The next item on the agenda was the dissertation work of Shaig Huseynzade, a 3rd-year full-time doctoral student in the PhD program. As a result of the discussions, the issue of approving a new scientific supervisor and a new dissertation topic for the doctoral student was considered.

Additionally, the issue of granting an academic leave to Zumrud Rahmanova, a 3rd-year part-time doctoral student in the PhD program, was included in the agenda. Regarding this matter, Head of the Scientific Personnel Training Sector Associate Professor Aygun Aliyeva, PhD in Economics, provided information on the current situation and the justification for the application.

At the end of the meeting, current issues were discussed, and it was announced that appropriate decisions were made, taking into account the voiced suggestions and opinions. It was noted that the decisions adopted will serve to further strengthen the institute’s scientific activities, expand international cooperation, and develop the scientific potential of young scientists.
