"Victorious leader of a victorious nation"

On February 7, 2024, an early presidential election was held in the Republic of Azerbaijan for the first time since the full restoration of territorial integrity. Citizens, whose sovereign rights were fully restored, elected the head of state for the next 7 years, exercising their constitutional rights. Our people participated in the election with great enthusiasm under the slogan "Victorious leader of a victorious nation", voting for their happy and prosperous future. Transparent elections based on international and local observation have also become a model for world democracy.

The early presidential election was another example of the unity of the leader and the people as a historical continuation of the 44-day second Karabakh war and the successful anti-terrorist operations of last year, Mr. Ilham Aliyev was once again elected President of the Republic of Azerbaijan, winning a convincing victory with 92.05 percent of the votes. This victory was a manifestation of our people's boundless trust in its leader. One of the unique aspects of this historic event was that it was held in every corner of Azerbaijan, including our lands liberated from the 30-year occupation.

It is a fact that in the past twenty years that Mr. Ilham Aliyev has led the Republic of Azerbaijan, our country has gone a long way in history, becoming one of the advanced countries of the world, political-economic, social-cultural progress has been made and a great victory has been won. The growth of Azerbaijan's prestige in the international arena, improvement of citizens' well-being and restoration of territorial integrity are linked to his name. At present, Azerbaijan, as a country that has restored its territorial integrity, serves as an example both in the international arena and in the region.

In the many years of his leadership of the country, Mr. Ilham Aliyev, whose supreme goal is love for the Motherland, people, strengthening of Azerbaijan's state independence, development of the country, improvement of welfare of the population, as a result of his forward-looking political will has fulfilled all the promises made to his people over the past 20 years. The most glorious page of this brilliant historical period was undoubtedly the 44-day Patriotic War. As we know, on September 27, 2020, in response to another military provocative aggression of Armenia, the victorious Azerbaijani army launched a counter-offensive operation on the order of the Supreme Commander-in-Chief of the Armed Forces of the Republic of Azerbaijan. It was due to the determination of the head of the country, his astute political will, the courage of our brave army and the unity of our people that the second Karabakh war ended with the absolute victory of Azerbaijan in the military and political arena. Our ancient eternal lands, occupied for many years, were liberated from the enemy, the people's longing for their home land was ended in 44 days.

With the victory in the Second Karabakh War, the name of the head of state Ilham Aliyev is forever inscribed in history as a leader-creator, victorious commander and a man who realized the greatest dreams of our people. The embodiment of the shrewd political will of the head of state was the precise local anti-terrorist operation and raising of our tricolor state flag in Khankendi and other territories in October last year.

Adoption of the "I State Program on Great Return to the territories of the Republic of Azerbaijan liberated from occupation" by the President of the Republic of Azerbaijan Ilham Aliyev as a political continuation of the achieved historic victory was one of the important steps taken in the direction of restoration and development of the liberated territories. Thus, in the territories liberated from occupation the processes of restoration of objects of ecological and historical-cultural heritage, rational management of natural resources, environmental protection, introduction of advanced technologies of land demining, green energy production, formation of "smart" settlements and infrastructure were carried out. In this regard, the announcement of 2024 as the "Year of Solidarity for a Green World" in the Republic of Azerbaijan by visionary political leader Ilham Aliyev is of great importance. One of the five national priorities of Azerbaijan on socio-economic development until 2030 is defined precisely as "The country of clean environment and green growth". In accordance with this priority, work is currently underway to improve the environment, restore and increase green spaces, ensure efficient use of water resources and sustainable energy sources.

A new period in the life of our people and state begins on February 7, 2024. Our people, who voted for Mr. Ilham Aliyev in the presidential elections, is confident that the successes of the past years will be continued and new goals will be successfully achieved.

We congratulate the Head of State on the brilliant victory, wish him further great successes in his glorious and demanding state activity in the new era of Azerbaijan.
